Negotiations which began thursday evening were expected to be drawn out and slow. The indirect talks arc the first attempt to Slop the fighting that has killed 40.000 people during the past six years. Cardinal Miguel Obando y Bravo the go Between inthe truce talks was to return to Managua the Nicara Guan capital Friday afternoon after hearing both sides outline their positions in a series of separate meetings. The Cardinal said he would discuss those Point with the five member Contra negotiating team headed by Jaime Morales Carrizo then pass on their explanations to the government delegation led by Victor Hugo Tinoco the sandinista vice minister for foreign affairs. Morales is an adviser to the nicaraguan resistance an umbrella organi action representing several Contra groups. Among those groups is the nicaraguan demo cratic front or fun which Fields a guerrilla army of about 10,000 combatants. No High level rebel leaders participated in the Santo Domingo tasks. Tinoco characterized the Contra counterproposal As illogical and absurd and said it scared to have been manufactured in Washington. Nonetheless he said his government was disposed to make advances toward putting at least a temporary end to the fighting. The Contra counteroffer was made in response to a cease fire plan outlined by nicaraguan president Dan Iel Ortega on nov. 13 during a meeting in Washington with the Cardinal and House speaker Jim Wright d Texas. The rebels have described Ortega s plan As a demand for their unconditional surrender. Ortega s 11-Point proposal called for a monthlong truce starting saturday a Date that obviously will not be met. It would allow the contras to occupy three cease fire zones totalling 4,000 Square Miles but they would not be permitted to receive any further military Aid. Unlike the Ortega proposal which dealt strictly with the mechanics Ofa cease fire the Contra plan addressed political matters within the context Ofa Cen trial american peace plan signed last aug. 7 by Ortega and the presidents of of Al Salvador Honduras Guate Mala and Costa Rica. The rebel proposal Calls for a 41-Day cease fire Start ing tuesday during which the sandinista would be required to lift a 5-Ycar-old state of emergency Grant general amnesty end their military draft and guarantee full Freedom of the press including an end to subsidies to government news organizations. The contras also proposed that their own troops bellowed to remain in More than 30,000 Square Miles of Nicaragua or More than half of the country s total territory of 57,000 Square Miles. The rebels say they now control that much land a claim rejected not Only by the sandinista government but by most Western diplomats and journalists familiar with the War. Tinoco said the Contra proposal was outside the terms of the regional peace plan which docs not re quire the sandinista government to discuss political a alters with armed opponents. He noted that his government already had established a dialogue with its unarmed internal opposition and would discuss Only the technical details Ofa cease fire with the contras. Donald Reid Cabral the dominican foreign min ister said Tinoco had formally requested that Santo Domingo be the site of any further negotiations. Reid Cabral said he would support that request. The capital of this Caribbean Island nation was chosen for the first round of indirect talks after weeks of squabbling Over a site. The contras seeking to establish the legitimacy of their insurgency wanted the negotiations held in Managua. The sandinista opted for Washington contending it was appropriate because of the Reagan administration s support for the rebels.
