While doctors knew there was a Chance for Christmas births they thought i be moment would come two weeks later Al the end of mrs. Vano s seventh month of pregnancy. But the Quad squad remained on Call just in ease. We knew they would come Early but to have them on Christmas is just an added Bonus said nurse Cathy Robertson. I be had triplets before. Thai was real exciting but nothing like  or. Rodriguez of Passaic will return to surgery saturday so a plastic surgeon can examine his upper left Arm for a muscle graft. Locurto said it was Loo Early Tell whether he would regain use of the Arm. But nerves in the Arm were severely bruised and whether they can recover enough to permit the Arm s use is not known he said. He s a very very Nice Man. Very appreciative Locurto said. Rodriguez was impaled on the Auger which was inside a chemical mixing vat wednesday night while working Al the Napp chemical inc. There emergency workers Cut away the vat s sides with a hand saw. Rodriguez remained conscious throughout the ordeal including the surgical removal from the Auger but doctors said he was probably in Shock won Afler the loot went through him. Although Small establishments Are exempt the Bill forbids smoking in sports Arenas Heaters Banks hospitals and taxis and restricts smoking in offices restaurants stores Public transit depots and hotel lob Bies. The Bill s passage on a 30-1 vote culminated six years of debate on the Issue and continued a trend of anti smoking legislation nationwide. Mayor Edward 1. Koch is expected to sign the Mea sure into Law. Council majority Leader Peter Vallone called the Law landmark legislation that balanced the right of non smokers to breath free and of smokers "10 smoke in designated  is passage was one of our finest hours he said. Businesses that employ More than 15 people must provide non smokers with smoke free work areas at least eight feet from any smoking area hut if. The non smoking employee continues to suffer from the effects of smoke the employer must make additional reasonable  office smoking is banned in common areas such As hallways and Al least half of lunchrooms and lounge areas must be reserved for non smoking employees. Smoking is allowed in enclosed private offices and in conference rooms when everyone present agrees. Busi Nesses must prepare written smoking policies
