North from Page 1 being followed by unidentified people in at least two rental cars that his car was vandalized and that key associates in his Contra network were being sued on civil racketeering charges in an attempt to disrupt their support for the rebels. North argued that the events constituted what he called an Active measures Campaign a term referring to Covert enemy operations intended to influence political events Fri files showed. He alleged that the harassment was timed to coincide with pending congressional votes on Contra Aid. In Fri interviews North also claimed that his political enemies went to the extreme of poisoning his dog. Friends of North said he said that he thought his dog was killed by two Washington re porters who were writing articles about his Contra operation. At one Point. North speculated to the Fri that he May have been targeted for elimination by organized crime due this alleged involvement in drug run one Fri report said. During the May interview. North furnished the Fri Wanh names of people he considered prime suspects. The first was Jack Terrell a mercenary who had trained Contra troops in Cen trial America but later defected from the rebel movement denouncing alleged corruption and human rights abuses. North also charged harassment by Dan Iel Sheehan chief attorney for the non profit Christie Institute. Sheehan filed multimillion Dollar civil suit in Miami accusing 30 defendants including key Mem Bers of North s secret Contra operation of complicity in a 1984 terrorist bombing. An american journalist was among Sev eral people killed in that bombing at a news conference on the Costa rican nicaraguan Border. North the Cable states. The unidentified Fri agent who wrote the report also advised he had reviewed the Christie Institute s suit and concluded it was directed at North and specific charges in the civil complaint May be dropped if the Contra vote fails in the . but the Cable concluded that the Fri is unable to resolve the identity of the originator of these activity As the investigation progressed. Fri agents had growing doubts about North s Story. They determined he had repeatedly lied to them in denying he was still aiding the contras and was unable to provide Evi Dence to support his allegations according to sources close to the probe. The Fri agents developed mounting evidence that North and several defendants in the civil suit were indeed supplying weapons to the rebels. Those allegations already were under investigation by the Fri s Miami Field office but the Bureau s inquiries into North s role did not Advance until the appointment of Independent counsel Lawrence Walsh. The files and accounts from sources familiar with the investigation provide a glimpse of North s gradually eroding credibility with Fri agents. North apparently was unaware that Terrell was regularly assisting the Fri and drug enforcement administration with information on alleged corruption and drug trafficking by the contras or that Terrell had identified North As the Point Man for the Contra operation. North failed to Tell the Fri that he and retired air Force maj. Gen. Richard so Cord who ran the resupply operation at North s direction had hired former Cia operative Glenn Robinette to investigate the very people whose names North had just turned Over to the agents.
