Taxpayers Are shouldering a disproportionately High percentage of the Cost of maintaining Security in nato and the far East stated the committee report accompanying the Bill. By any measure the United states is out spending its Al lies. Given this disparity the Large number of .forces stationed permanently ashore overseas in Allied nations and the budgetary pressures Nec Essary for meaningful deficit reduction More significant action is necessary the report said. To that end the committee has followed the Lead of other Senate panels that have a hand in the defense budget process with a Long list of proposal designed to shift More of the defense Burden to the allies. The Senate has been unusually aggressive in pushing Burden sharing initiatives in defense Bills for fiscal 1989. The House panels have included some language in their Bills referring to the Issue but have not gone into nearly As much detail. The House has passed its version of the fiscal1989 defense funding Bill. It contains none of the provisions in the Senate committee Bill. The Region is headquartered in Eastcote England. Williams Scaife has held her current position since 1983, following the merger of Germany South and Germany North regions. Joseph Blackstead who headed the North Region has held the Germany Region director s Job since the merger. Williams Scaife said bringing uniformity to the widespread Region enhancing education initiatives and improving labor relations will be her top priorities. Dodds officials conducted an Exten Sive search for an Atlantic Region director following Larkin s retirement. In addition to reviewing applications school officials talked with parents teachers and military officials before deciding on Williams Scaife. Williams Scaife has been an educator since 1960 and has been in the Dodds system for almost eight years. She was director of the Dodds Germany South Region from november 1980 to january 1983, when she was reassigned to direct the Karlsruhe Region. Born in Richland ga., she completed her Bachelor s and master s degrees at Tennessee state University in Nashville and received her doctorate in education from the University of Michigan at Ann Arbor
