Bartma Washington Bureau Washington service members and military employees overseas and their families Are going to participate in the 1990 . Census but Congress still is arguing Over who gets them As voters. As the census is planned by the defense department and the census Bureau the 1.2 million people Over seas including about 500,000 service members Are not to be counted As residents of any state. The official census Survey would be used simply to give the Penta gon detailed data on its worldwide Force. But the 1990 census will Lead to a redistricting of the House of representatives meaning that some states will lose districts and some members of Congress could lose their jobs. Reps. Thomas Ridge r-pa., and Barbara Kennelly,d-conn., both from states Likely to lose lawmakers want to include overseas military personnel in the Cen sus for redistricting purposes and drop the counting of illegal aliens. They say this inconsistency makes Politi Cal reapportionment deceptive. The House Post office and civil service subcommittee agreed to count military personnel but did t want to drop the alien count. Subcommittee chairman Mervyn Dymally d-calif., offered a new Bill that includes overseas personnel and family members in the census. Saying that it is unfair to include just defense personnel he also added about 150,000 employees of the state department peace corps and the com Merce department and agriculture department. Kennelly said she objects to the new Bill because i bases the state of residence on the last Domestic Loca Tion where the service member or civilian served. Sucha plan would mean giving those states with a lot of military installations an advantage Over others she says. For the same reason Kennelly opposes using in come tax records to determine the residence even though that would Benefit Connecticut. Since connect Cut and nine other states Don t have an income tax disproportionate number of service members Call those states Home. Kennelly says the fairest method is to use the Loca Tion where an individual would vote. Ridge who still wants to outlaw illegal aliens from the census said the important thing is to Start counting overseas service members and determine where they re from later.
