My clerk was an enlisted Man named Kevin Howard Dugan. He was from Blue Point . Kevin was extremely kind an helpful to this Young apprehensive first lieutenant. He was rather shy at first but after a while he opened up and was one of the friendliest and nicest Guys i had Ever met. He was Low key under stated and extremely competent. Kevin never forgot Athing. We were stationed at an isolated Post Miles fro the nearest City and spent Many Long hours discussing new York the army sports and of course the mean ing of life death and War. After 50 Days i was transferred to another Artiller Battery in a town 17 Miles away. Three weeks later Kevin was coming to pick up supplies and we planned to get together. I waited. Kevin never showed up. He was not a Guy who would just fold out. I worried and thought about him a lot. I never heard from him again. Last week As i stood in front of the Vietnam War memorial in Washington i prayed that Kevin s name would not be there but of course it was. It is now 20 years later and i want to let Kevin parents know that their son is remembered by this lieutenant As a kind Loving Young Man who went out of his Way to be helpful. Everyone who worked with him respected his competence and willingness to do More than was expected. Kevin would have made a terrific husband and father. What a shame that he never lived Long enough to enhance the lives of so Many people. His parents Are aware of All this of course but i Hope they will see my letter and get some pleasure out of knowing How much their son was admired and respected by All the men reserved with. Forces Mac s pet shipment policy explained i am moving and wish to Fly Mac. My family has Apet dog. When i went to my redeployment briefing i was told by representatives of my regional personnel enter that i should Fly commercial because Mac flights Are routinely refusing to make reservations forgets or to ship pets even when reservations have been made in Advance. The difference Between Mac and the civilian rate to return my family to the United states is Over $230 to go to exactly the same place. I therefore elected Mac anyway with the Hope that the system could not really be As disorganized As i had been told. I have now been informed that a port Call for my family with the pet cannot be processed because All of the Mac pet allocations Are filled. The options Avail Able to me Are to Fly commercial or to ship my pet separately by a commercial company. Either option will be at great personal expense. I received an information Sheet on pet shipment some time ago explaining the Mac system. I want to know if the air Force is providing this service Asad Vertise How it is reserved if reservations Are Hon ored and Why the Nurnberg rec does t know the system. If the system does not work As advertised perhaps someone in authority should fix it so it serves the Soldier. Leuenberger Deputy commander for air transportation he 435th tac Airlift Wing Mac replies in october 1986, Mac implemented a pet shipment program to provide Dod members and their families travelling in permanent change of station pcs status the Opportunity to move their household pets via Mac. This service is not a travel entitlement but was designed to improve services available to Dod travellers. Shipment is limited to pcs passengers Only up Toto pets per family and household pets Are defined As dogs and cats Only. Mac rates Are competitive with commercial rates and in some cases the rates Are set bythe carriers themselves. Currently rates vary from $30 to $130. The commercial carriers that provide contract Airlift to Mac also limit the number of pets they will accept on each Mission. These limits vary from three to eight pet spaces on each flight depending on the Carrier an Type of aircraft. In addition to the contract flights departing from Mil itary gateways such As Rhein main a the Mac Pas Senger reservation Center books passengers on regularly scheduled commercial flights such As Twa pan american Northwest american or Delta. For duty Pas sengers on these flights the government pays a negotiated discount fare which is about the same As the fare on a Mac commercial contract flight. These carriers also make pet spaces available for the european passenger Center to manage. This limited number of available pet spaces Are booked on a first come first serve basis. If we cannot meet the require ment via Mac charter flights the passenger Reser vation Center tries to Book the passengers pets on regularly scheduled commercial flights. If no spaces Are available we will put the passenger on request for the Date required and try to obtain seats pet spaces. Only after doing All this do we make the decision to Issue a Mac no availability card and allow the to Ito tomake the decision to seek alternate commercial arrange ments. The High volume request channels such As Atlanta Charleston and St. Louis Are often fully booked. Natu rally during the Peak pcs period of june August these pet allocations Are in great demand. To maximize chances of obtaining reservations for your pet be As flexible As possible when making travel plans. You should provide a minimum of a 14-Day travel window and be prepared to accept an alternate routing if it will meet your requirements. If Mac Airlift is not available to move the pet it Isth traveler s responsibility to make alternate arrange ments such As air freight. Shipment charges for this service vary by Carrier and Channel. Specific question should be addressed to the appropriate Carrier. Mac makes every Effort to provide this service to a Many passengers As possible.
