Compromise reached on drought Aid Washington a the Reagan administration Friday acclaimed As a sound Relief Effort a $3.9 billion drought Aid Compromise calling for a three month Dairy Price support increase but limiting feed assistance for livestock producers. The White House said president Reagan looks for Ward to a vote Early next week. And Quick passage of the  White House spokesman Marlin Fitzwater said Secretary of agriculture Richard Lyng reported to the president on the Compromise. The Secretary said the Bill was within the limits of the congressional budget agreement and represented a sound Relief Effort the spokesman said the president said hews satisfied that the Bill would offer payments to the Farmers who actually suffer the  the Bill we have completed seeks to ensure the future for our Farmers and ranchers Senate agriculture committee chairman Patrick j. The Bill would furnish such producers with 90 per cent of losses Over 75 percent of their expected  represented a Compromise Between the 95 percent level the House approved and the 85 percent passed bythe Senate. The conference committee adopted House provi Sions that would make disaster payments available to banners hit by disasters other than the drought. Thornburgh Friday denied at his Confirma Tion hearing that he was involved in withholding fro Congress a 1975 report detailing alleged drug Traffick ing by panamanian officials.
