As if it in t bad enough that Well dressed men in fancy cars and three piece suits wearing wedding rings pick up Young prostitutes would you believe that they offer to pay More Money if the girls Are willing to engage in sex without the use of a condom a convicted sex offender in Seattle who is awaiting sentencing tested positive for the aids antibodies and then visited Young male prostitutes knowing that he was infected. After tons of information put out by the surgeon general and other health authorities the Public still fails to understand the need for Safe sexual practices. Ann i realize this letter might be too explicit for your column but i believe that in 1988, nothing that educates people is too shocking to print. I am sure that . Surgeon general or. C. Everett Koop would be greatly pleased if you published my letter. A Reader in Seattle dear Seattle a few years ago i could not have used the word con Dom in this column. Today we know that condoms can be a matter of life and death. Aids has made Frank talk not Only socially acceptable but mandatory. We must get the message across to All people who Are sexually Active that while a condom is not 100 percent effective it can break or come of unprotected sex can result in death. The International aids conference in Stockholm put out depressing news. The facts Are dear readers that the world authorities on this disease have warned us that we must put away billions of dollars to care for aids victims in the coming years because the disease is spreading and there is no cure in sight. Moral judgments must give Way to compassion and the eco nomic realities that will Impact on All of us. Dear Ann Landers i am in my 40s and married to my High school sweetheart. We have four children. Our marriage is solid and we be remained faithful to our vows but lately i be been having flashbacks of my teen years and sit for hours brooding about the fun i have missed. I can think of five Good reasons to forget about the past and concentrate on the future four children and a faithful husband. Procedures told for id card confiscation you recently printed a letter titled some tips froma commissary it contains items of interest for us All and i am sure we All benefited from the information it contained. I seem to remember that two or three months ago there was a letter from someone who after a spirited Exchange with an id card checker in an Exchange Dur ing which an off duty my got involved the person involved was obliged to surrender their id card for being worn or damaged. Subsequent investigation indicated i believe that the procedures in effect for id card confiscation on this base or perhaps this Exchange were not exactly in accordance with appropriate service directives. As i am relying on an often faulty memory i admit Imay not be Correct in what i perceive to be the proper procedures for id card confiscation. Although this has never happened to me i would suppose it is an almost daily occurrence at some of the busier exchanges an commissaries Here in Europe. I am sure we could All Benefit if you would be kind enough to once again summarize the exact circumstances and directives Al lowing id cards to be confiscated by whom and what actions and recourse Are available to the individual involved. Wright director personnel programs he Safe air Force regulation 30-20, paragraph 2-10, explains who can confiscate id cards. Any commissioned non commissioned officer or Security police member in performance of his her duties May confiscate id cards that have expired Are being fraudulently used or Are presented by a person not entitled to its use. Additionally civilian employees of benefits and privileges activities i.e., commissary cafes facilities Etc Are authorized and encouraged to confiscate id cards from Active duty or retired air Force members or dependents of members of any service provided the cards Are mutilated beyond reasonable recognition expired altered or presented by persons identified on ineligible lists i.e., divorce overage shoplifting Etc. Id cards Are also confiscated for Security reasons. There is always the possibility an unauthorized individual could somehow gain Access to an installation and enter a facility. If id cards Are closely checked at base facilities and confiscated when necessary this possibility is significantly reduced and an intruder May be detected sooner. Policy is clearly stated in Usa eur regulation 190-3, installation Access and in army regulation 640-3, identification cards tags and Usa eur policy dictates that damaged or worn ii cards will not normally be confiscated unless the identification data or the photograph on the card Are illegible. The Only id cards required to be confiscated Are cards that have expired been altered or damaged beyond legibility. In cases where id cards have been slightly damaged or worn the id card bearer is supposed to be advised to apply for a new card at the earliest possible Date. When an id card is confiscated authorities Are required to give the bearer a receipt and form 3662 for the card. This receipt is not an authorization for use of privileges. However it transfers responsibility for the card from the bearer to the confiscating official or authority. In cases where the id card is required for evidence in a criminal Case the confiscated card will be receipted for by an evidence property custody document dam 4137. I am presently in the Mannheim confinement facility in West Germany serving a five year drug re lated sentence. I joined the army at age 17, and aftera Little Over one year my drug use has ruined any Chance of a military career. I am not married and have no kids but there Are people Here who Are married and do have kids. Some even face More serious charges than myself. Fact the military does not tolerate drugs or drug users. The simple act of getting High can Cost you everything. Some who read this May laugh As if it s some kind of joke but i and others like me Learned the hard Way. Now we All know How difficult it is to keep Long lasting relationships in the military. Sooner or later someone moves. So i went about my saturday errands and returned Home to discover that i had lost the Post card with the new address. I had known these people for six years and was upset at the thought of losing touch. Recently i received a letter from a person 1 had never met before. Actually it was a Short note and it said i i found this card on a shelf at the commis sary.
