Bartman Washington Bureau Washington is two additional overseas teachers unions have filed suit in . District court in an Effort to halt random drug testing for employees of the military s overseas school system. The action filed last week by the overseas federation of teachers and the Panama canal federation of teachers duplicates an overseas education association suit filed in May on behalf of its members in Europe and the Pacific. The sea and the government Are scheduled to deliver arguments for a summary judgment which would decide the Issue without a lengthy trial on aug. 31. An executive order signed by presi Dent Reagan in 1986 Calls for random drug testing of Federal employees who May affect National Security or Public health and safety. The teachers unions argue that non sensitive positions such As teachers school secretaries and janitors should not fall under the order. The department of defense dependents schools however says it must conduct the testing under rules announced earlier this year by the Pentagon. Dodds officials privately have said they Are not anxious to undertake the testing since staff cutbacks will make the work difficult. The school system estimates it will test about 2,000 new employees and 1,000current employees in designated positions each year. The positions include teachers As Well As administrators. The teachers unions however claim Dodds plans to test everybody. Dodds officials have acknowledged that virtually everyone is included on the designated list. Bartman Washington Bureau Washington a Federal panel has agreed to hear allegations that the military s overseas school system falsely accused a teacher of alcoholism and wife beating and " even prevented him from attending his Mother s funeral. The june firing of elementary school teacher Carroll Sternberg in Okinawa will be reviewed by the Merit systems Protection Board in october. The Board hears civil servant appeals. Sternberg has returned to the United states while his wife also a teacher in the school system transferred to Pitburg High school in West Germany after being suspended when she defended he husband. He is seeking reinstatement and a compassionate reassignment to Germany to be reunited with his wife. Attorney Edward Passman said the charges by the department of defense dependents schools represent overkill and evidence that they re on a continuing vendetta against Sternberg. The charges include a claim that he sat in front of a school in his underwear and that he used a photocopy machine at the Pacific edition of the stars and stripes without permission. Navy medical personnel diagnosed Sternberg As an alcoholic but three Pri vate physicians disputed the finding.
