Army agrees to let cafes run liquor stores by William j. Bartma Washington Bureau Washington the army officially has agreed to a controversial plan giving control of its liquor stores to the Exchange service with the air Force expected soon to follow suit. At the same time the army has Bee asked by Congress to investigate charges that civilian and military store personnel in Europe illegally lobbied lawmakers to Stop the Transfer. Secretary of the army John Marsh or dered aug. 12 that the change be completed by oct. 1, a Date mandated in the defense Bill recently vetoed by president Reagan. A Pentagon source said a Simi Lar announcement from the air Force is expected. For the past two years Congress has been pushing for the army and air Force Exchange service to take Over the Mili tary run liquor stores. The Navy and Marine corps made such a change a year ago. Critics of the existing systems cited alack of centralization and accountability in stateside liquor stores which Are oper ated by individual bases. However in Europe the stores have been operated a command level. Many details of the plan Are yet to be worked out. Liquor store employees willbe offered positions with cafes but the future of management personnel remain Uncertain the army said. Also to be resolved is Usa eur demand that it be reimbursed for an Esti mated $20 million Worth of assets in the stores. That is under negotiation. There willbe some Price set.
