Ahearne the head of a panel that advises the department of Energy on safety at its nuclear reactors said thursday that the procedure for dealing with the unexpected at the plants was very bad and compared the system to testing an air plane for Struc Tural strength seeing a Wing flutter unexpectedly and flying even  Ahearne chairman of the advisory committee on nuclear facility safety made the comments after a reactor at the Savannah River Plant near Aiken s.c., was shut Down wednesday a week after its operators encountered unexpected difficulties in starting the nuclear re action but continued the process anyway. Energy department officials said thursday that the Plant which manufactures fuel for nuclear bombs had continued to operate earlier this month even though operators spotted two separate problems that they did not understand. Under the circumstances the opera tors should have shut the Plant Down or at least ceased the Start up process the officials said. A spokesman for Dupont the company that operates the Plant for the govern ment said the operators had not broken any rules but that after the department of Energy asked the company to justify the procedure Dupont recommended shutting Down the reactor while the procedure was re evaluated. After the most recent incident on aug. 9, the reactor showed a population of neutrons the subatomic particles that sustain the Chain reaction that was about 2 percent higher than expected. The National centers for disease control said thursday that 35,241 cases of syphilis were reported in the United states in 1987. The rate of 14.6 per 100,000 people was up from an Esti mated 11.4 per 100,000 people a year earlier and equated the 1982 rate As the highest since the rate of 16.7 in 1950. The increase was greatest for Blacks and hispanics groups for which Inci Dence rates were already High the cd said. The increases came during a period when sexually transmitted disease rates were falling among homosexual men the largest group at risk for aids. Minority people and particularly heterosexuals have not gotten that  from 1986 to 1987, among americans 15 to 64 years of age the syphilis rate for Black males increased 36 percent from 106 per 100,000 people to 145, and the rate for Black females shot up 43 percent from 56 per 100,000 to 79. The rate for hispanic males Rose 7 percent from 66 to 71 cases per 100,000, while the rate for hispanic women Rose 24 percent from 18 to 22. In contrast the rate for White males dropped from 6.4 to 5.7 cases per 100,000. The rate for White females Rose from 2.2 to 2.6, the cd said. While the exact cause of the increase is not known the cd speculated on some possible factors in january when it released its preliminary syphilis figures for 1987. They included an increase in prostitution in which cocaine or other drugs Are exchanged for sex and a de crease in the resources available for pro Grams to control syphilis. Syphilis caused by a bacteria can Lead to the degeneration of the Bones heart nerve tissue and other parts of the body if left untreated. The disease is normally treated with antibiotics. In its report thursday the cd suggested several Steps to curb the increase including a move to re emphasize the traditional methods of syphilis control interviews with venereal disease patients and notification of sex partners. The Agency also suggested screening for sexually transmitted diseases in High risk populations assuring better Access to medical care and further surveillance efforts to Monitor the problem. Bomb threats delay Laguardia flights new York a two telephoned bomb threats forced the evacuation thurs Day night of part of Laguardia Airport s main terminal causing delays in some flights the Airport s operator said. The threats prompted airlines to move planes away from the terminal and tied up vehicular traffic in and around the Airport As the police bomb squad arrived said Lynn Tierney a spokeswoman for the port authority of new York and new Jersey. The first Anonymous threat at 7 07 p.m., said a bomb had been planted in the Twa Section of the main terminal she said. The area was evacuated and the police bomb squad and fire department responded. A package was found which proved to be a hoax Tierney said adding she did not know what it contained. The area was reopened at 8 37 p.m., she said. During the evacuation Twa departures were held up and no arrivals were scheduled. At 8 10 p.m., a second bomb threat was phoned in this time targeting the us air Section of the same terminal. By 8 24 p.m., that area was evacuated tier Ney said. Us air planes were backed away from the building during a search she said and departures and arrivals were delayed. No package was found the area was reopened and All operations returned to Normal by 9 p.m., the spokeswoman said. Chief Deputy Constable Glen Cheek imposed the ban for Deputy constables earlier this week. The movie which has angered conservative Christian groups and caused protests in other cities opened Friday in Houston at one theater. I feel the film is simply in bad taste and sacrilegious Cheek said. Cheek imposed the ban without consulting Constable Steve Radack who was in new Orleans for the Republican National convention. But Radack said he supports the decision. It is my personal opinion that the movie is sacrilegious Radack said. Constables Are officers of the court who serve warrants and other Legal papers and also have Powers of arrest. Because of the protests officials of Cine plex Odeon s spectrum theater in West Houston sought extra Security. When Cheek rejected the request the theater sought to hire Harris county deputies. Harris county sheriffs chief Deputy Tommy Thomas said the theater was within Houston City limits and not with in the jurisdiction of county authorities. Morton 40, one of the co founders of the original hard Rock cafe in London has formed his own hold ing company and plans to Export the noisy perpetually crowded restaurant to Canada and Brazil. Hard Rock America inc., based in los Angeles was formed to acquire Morton s minority interests in six existing hard Rock restau rants in the United states and two others under construction in san Diego and Sydney Australia. The company will also own Morton s 50 percent stake in the hard Rock licensing corp., which owns and licenses rights to the restaurants name trademark and Logotype.
