Much higher aids rate found in Black hispanic gis than Whites by William j. Bartma Washington Bureau Washington Blacks and his panics in the military Are contracting the aids virus at rates Between 2/2 to Al most four times higher than Whites the latest Pentagon figures show. According to figures periodically re leased by the defense department Blacks were 3.6 times and hispanics 2.5 times More Likely than non hispanic Whites to have the antibody among Active duty personnel testing positive for the virus As of april 24. Although Blacks and hispanics constituted 50.7 percent of those testing Posi Tive for the virus they represented Only 23.4 percent of Active duty personnel. The rate of infection was highest in men unmarried persons and enlisted person Nel. In various age groups the aids infection rate ranged from 0.1 per 1,000 among 17 through 19-year-Olds to 2.1 per 1,000 for those aged 25-29 years. A total of 1,752,191 persons who remained on Active duty As of april were screened. The hiv-1 antibody the tech Nical name of the aids virus was con firmed in 2,232 people. The latest figures by service show the army had 605 members testing positive for the aids virus for an infection rate of 0.9 per 1,000. The air Force had the same rate of infection with 414 members testing positive while the Navy s infection rate with 1,081 testing positive was 2.1 per 1,000. Only 132 marines showed hiv-1 Posi Tive for a rate of 0.8 per 1,000. While Pentagon and Federal health officials warn that military personnel like blood donors Are not truly representative of the . Population the High incidence rate of the aids virus among Blacks and hispanics does reflect a pattern found in the population at Large. A 1986 report from the centers for disease control said Blacks and hispanics were three times As Likely to develop aids As Whites a finding supported by current figures. As of aug. 15, out of 70,702 cases of aids in the United states Blacks accounted for 26 percent of the total and hispanics represented another 15 per cent. Yet Blacks and hispanics represent Only 12 percent and 6 percent of the population respectively meaning that each group has an incidence rate More than double that of non hispanic Whites the cd report said. According to the Pentagon figures the current rate of 1.3 cases of aids per 1,000 military members tested compares to 1.53 per 1,000 reported six months ago. But that does not mean the rate of infection has dropped Pentagon officials said because of a change in reporting the defense department began screening All Active duty members in january 1986, numbers on aids infections have continued to include retired separated and dead service members who had the disease. From now on the Fig ures will show the rate for the current Active duty Force giving the Pentagon a Chance to Monitor Pentagon spokesman explained that the reason for the apparent decline was that since april 24, when the new figures were reported 805 of the service Mem ers testing positive for the virus had re tired and an additional 701 had Sepa rated from the service. Since they Are not currently on Active duty their num Bers Are not included in the rate calculations he reason for the lower Preva Lence rates is the treatment of recent recruits who Are not accepted for military service if they test testing positive for aids Are ineligible for service. Homosexual men and male and female intravenous drug users Are underrepresented in the Mili tary. Persons with Haemophilia Are also not medically eligible for officials believe the new aids reporting method will show the level of infection dropping among Mili tary personnel Given the continued test ing of potential recruits for the disease.
