They were both older and bigger than i was and when they ganged up on me i did t stand a Chance. 1 am very ticklish All Over so when i protected my ribs and feet my Sisters would still tickle my legs and Back. Summer was always the worst because swimsuits and Light up clothing left me especially Vulner i Able. It was an almost daily agony. Sure my Mother stepped in when the tickling went too far and i became hysterical but she could t be there All the time. When one or both of my Sisters had me alone in the House they loved to Corner me. I am26 now and even though my Sisters probably never think about what they did to me i still stiffen if either of them comes too close. I know most people believe tickling is harmless fun but when someone tickles me i Don t consider it fun. Cringe. Ann please get the message out to parents and especially older Brothers and Sisters tickling a de senseless kid is not child s play. It s cruel and that child needs to be rescued. Allison in  Allison i have dealt with this problem before but tickling i such a Well disguised form of torture that i feel it should be unmasked periodically. Tickling is not repeat not harmless fun. It is a Subtle form of sadism. Children have been known to go into convulsions after being tickled for a Long time. Parents should be Alert to the dangers of tickling and it  be tolerated. Questions answered on family members i would like to Point out a problem that i have not seen addressed in your column and no one seems to know the proper answer either. What is a daughter son who turned 21 years of age to do after she he is no longer officially a dependent our daughter came Over Here with us on orders 1 i years ago. Several months ago we got a letter that she had to turn in her id card which she did. 1 was told she is a tourist now which Means she s last on the list when it comes to applying for a Job. So she is losing out left and right what Are we As parents to do she holds a Low pay ing Job and could never make it on her own. So in other words she still depends on us financially. We live in a Small Community and therefore she s unable to Goto school full time which would allow her to keep her id card until she s 23. I am very concerned because our tour won t end until june 1990. I m hoping to get a reply from some one who really knows. What happens if she gets sick i wish someone would have pointed out the facts before we came be cause she could have stayed in the states where Shehad a of Job. A. Family member youth who have reached age 23 Are not eligible for a new appointment under the family member employment authority. However they can apply and be considered for employment As non family Mem Ber tourist local hire. This also applies to those family members who have reached the age of 23 and have Bee terminated for one of the reasons Given above. Moving to the Issue of the id card. There Are Gener ally to reasons for civilians to have id cards. Either the individual is an eligible family member or the per son is full time employee working overseas. The eligibility criteria for issuance of the id card Are different in each of these two circumstances to include different age limits. Yon state that the id card was requested because your daughter is no longer considered a dependent she is 21 years of age. For employment purposes she can still be considered for employment because 23 is the age used for employment As discussed above. Once she is employed she becomes eligible for an id card As an employee rather than a family member. She retains eligibility for that card As Long As she is employed. I am unable to respond to the question of what Hap pens if your daughter gets sick such is relevant to family member rather than employment status. You May wish to consider health insurance with a private Carrier. Hopefully this response will assist you and other fam Ilies who May be similarly situated. For additional information about family member employment i recommend you Contact your Community civilian personnel office. Common Courtesy is just common sense i wanted to write about something that a lot of peo ple take advantage of and that is common  common Courtesy is very important to soldiers an family members overseas simply because we arc Over seas. Here in Germany there arc different customs and taws that Are not practice in the United states. These differences can Lead to soldiers and families expressing themselves in ways the people of the Host country feel arc impolite. Courtesy is defined in the dictionary As a favo courteously performed. It seems to me this Means Only being courteous once. Common is defined in the dictionary As belonging to or serving the Community. Another definition is widely or generally known found or observed. When these two simple words Are combined they create an idea which could be adhered to daily. This is just the simple process of being polite and caring for the wishes of others. The Good Book says do unto others As you would have them do unto  you Don t have to study the customs and taws of the Host country to practice common Courtesy.
