   European Stars And Stripes (Newspaper) - January 10, 1989, Darmstadt, Hesse                                Page 2 the stars and stripes tuesday january 10,1989 teachers Union Leader oks Calendar plan by Dave Walcza education writer Frankfurt West Germany a teachers Union Leader gave qualified approval monday to a proposed1989-90 overseas schools Calendar that Calls for classes to begin aug. 28, a monday and end june 14, a thurs Day. The Calendar sent to the school system s five re Gions in november would have teachers working 190 Days including 183 classroom Days one Day More than overseas education association president Jack Rollins would like. Our proposal was to reduce the Calendar by a Day but we probably won t get that " Rollins said in an interview. But we agree with the main  under the proposed department of defense dependents schools Calendar teachers would begin working aug. 22, giving them four Days to prepare for classes. Nov. 3, Jan. 29 and june 15 Are the other proposed teacher workdays without classes. Students and teachers would begin Winter vacation dec. 18 and resume classes Jan. 2. Spring recess would begin april 9 and end april 16, the Day after easter. Atlantic Region officials agreed with the proposed Calendar but Germany re Gion officials said they had f not budgeted for 190 teacher workdays and f would need an additional $1 million to fund the pro posed extra Day a Region spokesman said monday. In addition German Region officials Are concerned about the timing of Spring vacation since it includes West German holi Days when Many bus Drivers Are unavailable the Rollins spokesman said. Rollins arrived in West German monday for a five Day swing that includes stops at Stuttgart Ulm Augsburg Rhein main a Nurnberg and Vilseck. He plans to return to Washington to re sume contract negotiations with school system officials. Union and school officials Are still wrangling Over provisions of a new three year contract to replace on that expired in july 1988. Both parties Are bound by the old contract s provisions pending agreement on a new one. Rollins predicted that a new contract won t be completed until May or june and Only after Federal Media tors intervene. Among the sticking Points to be negotiated Are a Union request to include a definition of a teaching duty Day in the contract including separate provisions for elementary and secondary teachers. The Union is also pressing for a provision to offer locally hired teachers the same benefits Given those hired in the United states. Union negotiators also want the new contract to include household goods allowances of 18,000 pounds and More Liberal emergency leave Rollins said. Rollins plans to run for re election this Spring a president of the sea which represents teachers at overseas schools in the Atlantic Germany and Pacific regions. The Union also holds negotiation rights with school system officials in Washington. Joyce Holland and Jan Pepelnjak two Union Are directors in West Germany also have announced their candidacies.
