Government has agreed to support the concept of negotiations to reduce Short Range missiles based in Central Europe in return for West Ger Man assurances at this coming week s nato Summit that the talks would not he aimed at total elimination of those weapons the source said. The reported Compromise appears to be a face saving move by both the United Stales and West Germany to resolve an Issue that has created a rift in their relations As Well As within the Atlantic Alliance. Hut a senior government official familiar with the Washington talks said the meetings Laid the groundwork for resolving the controversy Over when and whether the superpowers should negotiate on their Short Range stockpiles. It is no longer disputed that there should be negotiations on Short Range weapons said the official who spoke on condition of anonymity. But they Short Range talks should be prepared carefully and in relation to conventional  no Dales have been determined for the Start of such talks nor have the de tails of what constitutes conventional arms control Progress been clearly de fined he said.
