The reported Compromise appears to be a face saving move by both the United Stales and West Germany to resolve an Issue that has created a rift in their relations As Well As within the Atlantic Alliance. Hut a senior government official familiar with the Washington talks said the meetings Laid the groundwork for resolving the controversy Over when and whether the superpowers should negotiate on their Short Range stockpiles. It is no longer disputed that there should be negotiations on Short Range weapons said the official who spoke on condition of anonymity.
