A people s Park the scene of blood confrontations Between protesters and police in the 1960s, was a riot zone Early saturday As about 1,000 people stormed through the area looting and Selling  person was arrested and a Bank of America Branch that was the target of several 60s protests was briefly set on fire before protesters followed police orders to leave the area around 2 . What started Here tonight was something that began As a social protest but it quickly degenerated into just Plain vandalism said David Brooks 19, student at the University of California Berkeley. A rally commemorating the May 1969 people s Park riot started peacefully about 10 . And broke up about an hour later but the crowd gathered again smashing windows and looting about a dozen stores in the surrounding business District. At least 50 officers some in riot gear moved into the Park As the crowd quickly swelled to about 1,000, and people began setting piles of trash on fire said Jon Kaiser a spokesman for the University s Campus to  University owns people s Park which is four blocks from the Campus. Police had no immediate estimate on the amount of damage. There were no injuries. The name of the per son arrested was not immediately available. I thought that people s Park was All about creating peace but these riots have no place in the peace move  said Julia Tolly who stood outside a boutique with her Boyfriend. Rusty Pacatte who is the owner of the  couple said several thousand dollars Worth of merchandise had been looted from the store which carries expensive household furnishings and clothing. Protesters smashed the windows of the Bank of America Branch and hurled flaming paper inside but the Blaze was quickly put out by firefighters. The windows of the Brick Bank building had been raised several feet above the ground. The Bank s ground floor windows had been a frequent target of 60s protesters. People s Park has been in limbo since activists occupied it 20 years ago in an attempt to Stop the school from building student housing there. The dispute Over the Park s future had risen anew in recent months As the University dusted off its plans to build on the 2.3 acres of vacant land. National Marine Sanctuary designated off California Washington a Cordell Bank off Point Reyes Calif., was designated Friday As a National Marine Sanctuary. The action places the area under the manage ment of the National oceanic and atmospheric administration. Included in the Sanctuary is a 397 Square Nau Lical Milc area 20 nautical Miles West of Point Reyes and 50 nautical Miles West Northwest of san Francisco Noaa reported. It is just North of the current far Cloncs National Marine Sanctuary. Private citizen Proxmire targets doctors program Washington a former sen. William Proxmire d-wis., who waged a running Battle against government waste and extravagance during his 31-year sen ate career on Friday issued his first Golden fleece award As a private citizen. His target null million Dollar spend ing to help educate doctors by the Public health service of the department of health and human services. Proxmire s Point physicians make More Money As a class than virtually any other group of americans and can easily afford to finance their own education even if they have to go into debt. James Brown a spokesman for has s Public health service said Proxmire s reference to the program he was har pooling was too vague to ascertain which one he meant. Although Proxmire said the program he wants eliminated costs $100 million a year. Brown said he was not sure of the figure. For example Brown said one program dating Back to the 1970s provides special if they had publicly said this is a waste of taxpayers Money there s no question Congress would have had to react and eliminate  Proxmire training for new doctors to become primary care physicians. This year $59 million will be spent on the program. Proxmire said he believed that pro Gram was the one to which his award pertained and said both Congress and the administration should share the blame for wasteful spending. He said the executive Branch should have taken a stronger stand and insisted the Money be taken out of the budget. If they the administration had made their Case with sufficient Force if they had publicly said this is a waste of taxpayers Money there s no question Congress would have had to react and eliminate it Proxmire said. At a news conference at the National press club Proxmire said american doctors represent the world s Best compensated  there is no shortage of doctors to justify subsidizing their educations he said. Proxmire pointed out that while there were 142 doctors for every 100,000 americans in 1950, that ratio has in creased to 233 per 100,000."doctors arc increasing 60 percent faster than the population at Large the former senator said. And he says that s not surprising. A profession that pays the average practitioner and i mean average $ 120,000 a year will not not Lack for new practitioners he said. The ruling by . District court judge Louis f. Ober Dorfer is the latest in a Legal Battle to determine under what circumstances government employees can be subjected to such less which Are the outgrow la of a  1986 executive order by former president Reagan. Such plans arc the subject of More than 40 Chal Lenges pending in Federal courts. Three of those cases including one thai involves proposed random drug testing of Justice department employees arc pending before the . Dis Ricl court of appeals for the District of Columbia. In March the supreme court approved mandatory drug testing for Federal employees in jobs involving Law enforcement and Public safety. But the 7-10-2 Rul ing left unclear whether the court would approve lest ingot employees in other jobs. Friday s ruling came in three separate cases one involving executive office of the Percsi Donl Eop personnel and iwo concerning Gas employees. Oberdorfer temporarily barred the government from starting drug tests on May 24, pending a hearing on the merits of the Case. The Eop plan authorized random testing of allem Plo yees in designated sensitive positions although it did not include any employees with direct Access to the White House. The Gas plan which also involved ran Dom urine tests for drugs would have affected employees ranging from Security guards to administrative Law judges. The ruling noted that with the possible exception of Gas employees who Are required to carry firearms none of the employees in the cases holds a Job thai directly affects Public safety or National Security. These employees individually and collectively May be presume of to be civilized men and women no one of whom should be subjected to supervised Climi Nalion on a record such As this Ober Dorfer whole. The judge added that he might Amend his ruling later to allow drug to Sling on reasonable suspicion of drug use for Gas employees who carry a gun if inc government can come up with a plan to base such test son reasonable articulable and individualized suspicion of drug use.
