Much to the annoyance of police motorists and museum officials Eugene Harris charges $3 to $5 and even hands motorists a ticket stub. Police say the 27-year-old Harris is a rip off artist. They be arrested him three times during the past month on charge including resisting arrest. But they be had problems prosecuting.
