Many of these travellers drive to Khein Maln and Park Here. We find their vehicles parked at the Exchange dormitories Andin Short term parking lots. Rhein main is a Small base. It was not designed nor is it equipped to handle such High volume traffic and Long term parking. Prior to september of this year most Long term parked vehicles were in a Grassy Field near the terminal an area never intended to serve As a parking lot. The area was not paved or marked. It was impossible to enforce parking discipline. Drivers parked everywhere and anywhere blocking each other and creating a Hazard. A number of vehicles were abandoned. Others were surrounded and could not be removed. The area was susceptible to damage theft and vandalism result inn i claims against the government. In an Effort to fix this problem Rhein main initiated a program on july is designed to provide organized parking for Mac terminal patrons and enforce parking discipline across the base. At this Lime there were 977vehicles parked in the Grassy area. Information about a new Long term lot closure of the Grassy area and vehicle removal procedures were widely publicized. Signs were placed at the lot and in the Termi Nal. The news was broadcast several times per Day Over an radio both am and pm. The parking Issue was broadcast several times on an to news. In addition i wrote to Safe base commanders and army Community commanders in Central Europe informing them of the situation and suggesting that travellers use Public transportation or ride with i Friend to Rhein main. On aug. I As publicized the Grassy lot was sur rounded win barriers and the Only exit locked to prevent additional vehicles from being parked there. About 650 vehicles were isolated at that time. Slowly these vehicles were removed As travellers returned. All Security police patrols were Able to open the lot and were instructed to respond immediately. The average wait for a responding patrol was five minutes. By aug. 30, Only 35 vehicles were left including 17 abandoned vehicles and one vehicle reported stolen in 1986. The Grassy Field will be restored to its original Pur pose As a Park for the recreation of our people. The new striped parking lot for Long term Parkins provides a better service it s More secure and organized. A shuttle bus sen ice carries travellers to the terminal and Back. There is room for about 600 Long term parked vehicles. A second Issue of space available travel requires some clarification. Space a travel is a privilege. Everyone should keep i mind that the number of space a seats available is determined by military Mission requirements. The passenger terminal makes use of every scat possible. Unfortunately there Ore Many times when availability is less than the demand especially during Peak travel periods summer months and major holidays. In these cases the waiting time increases and so do travellers frustrations.
