European Stars and Stripes (Newspaper) - January 20, 1990, Darmstadt, Hesse The stars and stripes Page 11 Arm Landers dear Ann Landers i am an adult survivor of phys ical abuse. Because of my traumatic childhood i Don t like to be touched or hugged especially by women. It was my Mother who beat me most often 1 realize this sounds strange but please hear me put. I recently joined a Church study group. The people there Are Friendly and i feel comfortable with them until it is time to leave. Then there is a lot of hugging kissing touching and patting. When this occurs. I get upset and want to run out of the place. Later i become depressed than angry with my Mother for having done this to me. I try to prevent people from hugging me by sending nonverbal messages such As extending my hand Tor a handshake but one particular woman insists on Corning up from behind and hugging. This is extremely upsetting. In the past i have yelled at people and on one Occa Sion i struck the offender. I apologized and ran out of the place in tears. I am seeing a therapist who has advised me to Tell these people that i am an adult survivor of abuse and Don t want to be touched. Although i have Confidence in her judgment i cannot bring myself to reveal my can t be the Only person in the world who suffers with this problem so will you please print this letter and help us All oddball in the Midwest dear Midwest most folks. If they have Ordinary common sense Don t hug and pal people they Don t know very Well. It seems to me that the members of your study group should have gotten he message by this Lime. Since they Haven t. Inform hem that you Aren t the touch feel Type and to please respect that. I see no Point however in telling casual acquaintances about your history of abuse. You do not owe them that much of yourself. Dear Ann Landers my husband and i arc tire department volunteers in a Small town in Maine. Last weekend was the second time this year that we were called to the scene of a serious car Accident. Both accidents were caused by the ignition being turned off while the car was in motion. The steering column locked and the car could not be controlled. In the first Accident. Mom. Dad and Junior were Riding in an open roadster when mom complained that her feet were getting too hot from the engine heat. Dad turned off the ignition to shut her up figuring he d Lethe car Roll downhill a bit. The steering column locked and they slowed into a flatbed truck. Junior was thrown out of the car. Mom and dad were pinned in. They All survived but suffered serious injuries. The car was totalled. In the second Accident a teen age couple was having an argument. The girl turned off the ignition in an attempt to Stop the car. The steering locked the car went into a Ravine and rolled Over. They too survived but both were seriously injured. Ann. Please warn your readers never to turn off the ignition when they Are driving. If they need to make an emergency Stop they should use the brakes or Down shift or coast in Neutral but never turn the key until the car is stopped. Emergency worker dear think you for an excellent letter supported by Superb documentation. A letter such As yours is extremely valuable. I m sure it will save some lives. A lot Angeles tunes Syndicate and creators Syndicate letters damage payments on pos explained i am writing this letter for myself and All others who have had problems with claims offices concerning damage incurred during the shipment of privately owned vehicles pos at government expense from the United states. When my Pov was shipped to Europe it was dam aged with some sort of chemical to such an extent that the entire painted surface of the vehicle had to be restored. I was informed by the claims office that i would Only be reimbursed $1,000 for the damage. The Cost to fully repair my Pov came to $1,747.43. The addition Al amount will be paid by me because the repair Cost exceeds the limit. I also feel the Cost of renting a car while mine was being repaired should be reimbursed. The claims officer told me that the government has paid Over a half million dollars this year for damage claims. I think something must be wrong if the govern ment has a contract with a Carrier to transport pos or household goods and the property gets damaged. Ina Case such As mine it was a 4-month-old car with no deficiencies. The government and i should not have to split the repair Cost. The contracted Carrier should pay the full amount. When a car is bought from cafes the car arrives without damage. Why not give the contract to cafes i see my tax dollars going Down the Drain. Come on Uncle Sam we can do better than this. My question is Why should i have to Settle for the $1,000 from the government when the Carrier should be held responsible for the entire amount if i destroy government property i Don t have the option to decide How much i will pay the government. Army claims service Europe replies army claims offices Are limited As to what can be paid for certain items that Are damaged or destroyed in ship ment. These limitations Are provided in army Regula Tion 27-20, table 11-1. They Are arrived at by a joint services claims committee which periodically reviews this table to see that it compile with the Federal statute the military and civilian employees claims act under which claims can be paid. It was Congress intent in passing this statute that the United states would nol act As a total insurer for a claimant s loss or damage. Therefore because of the gratuitous nature of this statute no halt of the United states has to be shown by the claimant to recover for his los there Are limitations on payment of certain items. Pov paint jobs Are one of the items that has a Mone tary limitation. The limit is $1,000 and includes Cost of the materials labor preparatory work pin striping and decals. That limit can be waived by the commander is. Army claims service in unusual or extraordinary situations. Rental car expenses Are not payable because the stat Ute permits payment Only for loss of or damage to personal property. Rental car expenses Are considered incidental expenses not personal property. . Army claims service Europe Sac eur docs actively pursue Carrier recovery against the worrier that caused the damage to a claimant s Pov. Because several carriers Are usually involved in a shipment of Apo overseas difficulties Are often encountered in determining which Carrier caused what portion of the dam age claimed. As Yon might imagine this process takes a Long Lime to resolve but does save Many tax dollars. Writer proposes year of the enlisted last year was designated the year of the no. Why not make this year the year of the enlisted sometimes it is forgotten that we arc All Here for the same cause. We All signed up on the same dotted line and made Many sacrifices for our country. In my eyes the enlisted Al through e-4, make up a Large majority of the Backbone of our services. They do the details that no one wants to do pull guard duty in extreme weather and have More jobs to learn than just the one they arc trained for. In the midst of Many inspections Small spaces to live in and carrying out of Many duties they seen to always have time for their fellow soldiers. No matter How stressful the task they drive on. What about the ones with families Many Are Sepa rated from loved ones due to finances. There is a closeness and a certain Bond Between All the lower enlisted in the army which makes it All worthwhile. Without them there would t be anyone to take orders and no one Worth being an example for to teach encourage and feel proud of what would we do without our runners potato peelers guards Leaf Rakers Hall sweepers Drivers etc.? the troops arc today s and tomorrow s future.
