The proposal also has been endorsed by the Treasury department and was expected to be part of the budget reconciliation package passed by Congress late last year. The irs already has adopted the Pentagon s definition of earned income. Kuziak is nop caul the proposal which was to be effective in 1991, will make it into a tax Bill sometime this year.
