Several months ago 1 wrote payroll a letter asking if this could be done. Although 1 received a card stating they d received my letter and would get Back to me 1 never got the answer. I then filled out an allotment form requesting that a certain amount per pay period be deposited into my German Bank account. A month later the form came Back with a note saying we cannot accept a German  i know for a fact that the department of the army will Send allotments to a German firm or a German Bank for military personnel. Why then will the depart ment of the army civilian payroll not Send an allot ment to a German Bank everything in the overseas command encourages personnel to get into the ways of the Host nation. I would like to get eur checks. No american Bank Over Here offers this. You cannot get eur checks without depositing your paycheck or a portion thereof into a German Bank account. 1 know local nationals employed by the department of the. Army can get their paychecks deposited into their German Bank accounts. Why Are american civil service employees penalized for wanting to do the same thing this just does t make sense. Suzanne j. You Are Correct that your application for an allotment to a German Bank was rejected by this office. You Are also Correct in your statement that the department of the army will Send an allotment to a German Bank for a serve remember. I am convinced however that you Are unaware of just How that allotment is sent hard copy Check. Hard copy checks Are mailed from Indi Anapolis ind to the foreign financial institution selected by the Ferric member. Obviously posting delays and problems with mls routed checks do occur. As the inspector general documented checks Are considered by the German banking system to be bearer instruments. Financial institutions As i whole will generally Cash checks without a positive identification Check of the person cashing the Check. Thus once a Check Falls into the wrong hands it is easily negotiable on the Economy and the Bank assumes no liability for forged Cheeks. Furthermore if a Check is my souled in the mail there is no provision for the Bunde Spost to Forward or return mail to the sender. So. What happens if your allotment Check does not reach your German Bank maybe mis routed through the Bonde Spost or Falls into the wrong hands a Stop pay ment form must be submitted to the . Treasury for verification that the Check has a. Not been cashed by an unauthorized party or b. Been cashed by an unauthorized party. In either Case an investigation must be initiated an replacing the Check in question can take anywhere from 24 to 52 weeks. So As you can see we have adapted the inspector s general recommendation and established a policy which is in the Best interest of our customers. Lastly let me say that the statement you cannot Getreu Rochecki without depositing your paycheck or a por Tion thereof. Into a German Bank account is not True. I base this upon personal experience. I have eur checks but i do not have my paycheck nor any portion of my paycheck deposited to a German Bank. It is True that Money must be regularly deposited into a German Bank account in order to qualify the account Holder for euro checks but there is no stipulation that this Deposit be by direct Deposit or a regular allotment from your pay.
