Brady appearing before the Senate budget committee on thursday to promote the tax aspects of Bush a i991 budget request said the administration Felt strongly that the new savings accounts along with a proposed Cut in the capital gains tax would Foster the Long term investment needed by . Senate budget committee chairman James r. Sasser a Tennessee Democrat questioned both the savings proposal and the administration s renewed Effort to Cut the capital gains tax saying both measures would lose Revenue at a time when the government was still facing massive Federal deficits. Sasser said the family savings account would provide Only a a minimal increase in private savings while costing the government tax revenues. Also appearing before the committee thursday was Michael Boskin the president s chief economic adviser. Both Boskin and Brady defended the Bush budget against charges that it relied heavily on Overly optimistic economic forecasts to reach the required deficit target for 1991. Boskin said although he expects growth to pick up modestly in the first three months of this year another Quarter of growth below 1 percent is possible.
