Brady appearing before the Senate budget committee on thursday to promote the tax aspects of Bush a i991 budget request said the administration Felt strongly that the new savings accounts along with a proposed Cut in the capital gains tax would Foster the Long term investment needed by . Senate budget committee chairman James r. Sasser a Tennessee Democrat questioned both the savings proposal and the administration s renewed Effort to Cut the capital gains tax saying both measures would lose Revenue at a time when the government was still facing massive Federal deficits. Sasser said the family savings account would provide Only a a minimal increase in private savings while costing the government tax revenues. Also appearing before the committee thursday was Michael Boskin the president s chief economic adviser. Both Boskin and Brady defended the Bush budget against charges that it relied heavily on Overly optimistic economic forecasts to reach the required deficit target for 1991.
