Army takes Back All charges against teachers organization  writer the army has withdrawn its unfair labor practice charges against a Union that represents overseas teachers. The army Case against the overseas federation of teachers included allegations that the Union had encouraged its members to sue parents who had brought child abuse charges that officials could not substantiate. Maj. Gen. Lincoln Jones i ordered his staff in december to file the charges through the Federal labor relations authority. Jones commands Usa eur s Southern european task Force based in Vicenza Italy. The army s decision to withdraw All charges on Friday closed the Case said Dick Zaiger the authority attorney i Boston assigned to the Case. The army charged that the Union overstepped in authority by Alleg edly hiring civilian lawyers to defend its members in civil courts. The army accused the Union of advocating coun Ter suits by teachers four of whom Are suing parents of students who accused the teachers of abuse. Requested police reports from army officials then began harassing the army by filing unfair labor practice charges Over the alleged failure by the army to comply with the  failed to Register As an organization under italian civil Law and failed to pay italian taxes. Army officials said that instead they forwarded the Union s requests for information to school officials in Madrid Spain but Sainz Funaro said the Union never received the information. The Union holds bargaining rights for teachers in the overseas school system s Mediterranean Region headquartered in Madrid. The Region includes schools in Turkey Greece Italy and Spain. The regional spokesman was unavailable for comment tuesday afternoon. Ernie Lehmann the Union executive director has denied that the organization represents members in lawsuits. He said the Union Only helps find lawyer for its members who desire to take parents to coun Over false accusations of child abuse. He said two Union members in Italy one in Turkey and one in Spain have filed suits against parents All of whom arc in the military. He said the teachers arc accusing the parents of slander libel and defamation of character. They Are seeking damages of up to $80,000.
