Today is the Day the american diabetes association Ada has devoted to Public awareness. During this Alert Ada chapters and affiliates in More than 800 communities around the country will try to reach people who arc unaware that they Are at risk of or already have this illness. _ diabetes knows no boundaries or limits. It is an canal Opportunity disease that affects people regardless of age sex race or financial status. Among Blacks hispanics and american indians diabetes is occurring at an alarming rate. Local chapters of the Ada sponsor diabetes awareness programs and blood glucose screenings and distribute information including the american diabetes Alert risk test. The Alert risk test is designed to help people determine if they Are at risk of getting diabetes. Those who suspect they have diabetes should see a doctor immediately. How can they keep a Deposit after a cancellation has been  prior to the arrival Date i  reservations for the general Patton hotel in Garmisch. Three Days before we were to arrive my Friend was told he had duty due to a shortage of personnel. Of course it affected our plans for Garmisch. Upon calling to cancel my reservations i was told that unless i produced an a a authorized a letter from my friends commander my Deposit of $34 would not be returned. Excuse me but since when is my signature not Good enough for a full refund i would understand a fee but $34 is a bit unreasonable. Had i not sent the Deposit i would simply have to arrive prior to 6 . On the first night otherwise the room would have been forfeited. Also had i  the Deposit with a credit card could they have charged $34 without an authorized signature for payment i understand that arc is a business that operates for profit. I find it a bit intrusive to request a letter from a commander other than my own which explains Why i can to keep a reservation. This is not a military appointment that costs the government Money if 1 done to keep it. Its a recreational area that i can use at my Leisure for entertainment because i am in the military. I appreciate the fact that it exists but As i mentioned a fee would be More reasonable than the entire Deposit and at this Point an explanation for the questions presented above. A spec. Personnel May change their minds up until seven Days before arrival and not be charged. This is Only fair because while it might not a Cost the government Money a it costs All of us something since arc is a non appropriated fund facility and As such exists from self generated soldiers dollars. The United states loss of a military Alliance protecting Europe and of West German bases supporting a return of forces to Europe would be balanced by the soviet unions loss of the Warsaw pact As a Buffer on its Western Frontier. Fine tuning of the balance needed for peace and stability could be accomplished by allowing the United states a a abridge head in Europe farther from the . And by allowing Germany to permit limited numbers of soviet and . Intelligence collectors to be stationed within its Borders. These could provide the two superpowers a and through information exchanges their european hosts a verification of troop strengths and dispositions and Early warning of any imminent threat to peace in Europe. This restructuring would require building a consensus among Many nations with disparate needs and interests a difficult task.
