European Stars and Stripes (Newspaper) - March 25, 1990, Darmstadt, Hesse The stars and stripes a Page 11letters far Ann Landers what i read in the san Diego Tribune made me so furious that i feel compelled to Call nationwide attention to an outrageous double Cross. Here is what it said in the paper a the american red Cross under pressure from mayor Art Aenos reported yesterday it had collected $52.5 million in earthquake Relief donations from around the world but had spent Only $12.1 million. Agnos has demanded a full unadulterated Public accounting of donations collected for Relief work related to the oct. 17 earthquake that rocked Northern can you believe this Here the american red Cross has a surplus left Over from the Bay area quake Relief fund and intends to use part of that $40 million surplus for other emergencies. Ann if i ran a charitable institution like that id be in jail for fraud. This is a flagrant violation of the Peoples Trust. The Way i see it millions of people around the world who sent in donations Are being ripped off. I would like to know who in the red Cross decides How much of the Money collected for a specific disaster actually goes to help those victims. At what Point does someone in the executive offices say a Well we be Given enough. Lets use the rest for something else do the red Cross officials understand How this erodes Public Confidence in the agencies set up to help people in times of disaster what happens when another earthquake or flood or Tornado hits will people think twice before they Send a Check i know i will. What was going on in the minds of those red Cross officials that they did not anticipate the anger of contributors who Felt betrayed surely they did no to believe this double Cross could be kept a secret. I have come to the conclusion that the red Cross officials run the Agency to suit themselves and the Public be damned. Ill sign this a outraged in san Diego a but my real name is Rose mayor and you can use it if you want to. Dear Rose thanks for your letter. I have received several complaints from residents in Northern California about what they perceive to be a Gross abuse of Public Trust by the red Cross but i am withholding judgment until i get More information. Meanwhile Here a another one dear Ann Landers it looks like the red Cross has shot itself in the foot again just when people were beginning to forget How the organization sold Coffee and doughnuts to the gis during world War ii while the salvation army gave them out free. A letter to the editor in the san Francisco examiner said our Public and business Community contributed $-2.2 million to the red Cross specifically for victims of the oct. 17 earthquake. Three months later the red Cross has spent $ 11 million closed All emergency and service centers and held Back $10 million for a additional maybe in the next emergency we should find a different Agency. A Floyd Oatman Hillsborough and i am a Frederick l. Kotkin d.d.s., a Pinon Milpitas Calif. Dear readers if i hear from the red Cross ill let you know. A policy on dual army families questioned my husband is a prior Serviceman who would like to rejoin the . Army in Europe. I am in the service and because we have a dependent under 18, he would not be allowed to enter the service until i have been completely discharged with my do form 214 in hand. There Are no waivers to this policy. He could legally enter the army if our daughter is under the Legal custody of a guardian and is not living with us according to army regulation 601-210. This route is normally not taken for families and if it were taken it would be hard on the family. It is unfair that the Only difference Between us and another dual military family would be that they decided to have children after they were both in the service. If both service members Are deployed they need to have a Legal guardian who will watch out for their children a interest but they Are allowed to keep their children with them during peacetime. A prior service member who has been out less than five years does not normally require Basic training again. If my husband went directly into his old mos military occupational specially he would not require advanced individual training Ait and could be assigned overseas close to where i am stationed. This would eliminate the following costs training moving us Back to the states upon my ets expiration of term of service and moving us to his new duty location which could be overseas. Is there such a problem with the present dual military families that the army will not let a couple be dual military after they have had children or have too Many prior service soldiers been joining lately i realize that having a guardian watch Over our child full time is not what the army wants families to have to do in order to join the army. This same problem exists for single civilians who want to join the army. Our plan to have us be dual military parents Only makes economical sense and we think it is unfair that this policy is stopping us. A name withheld Frankfurt West Germany editors note a col. Darrell j. Supak chief enlisted accessions division office of the Deputy chief of staff for personnel department of the army replies the intent of the policy questioned by your Reader is primarily related to readiness. In the event both soldiers were to be deployed the fact that they would have to place guardianship of their dependent child in someone else a hands could affect their ability and their units ability to deploy in a timely manner. As stated by your Reader Many married army couples have children while in the army but Are required to have a pre approved family action plan in the event of deployment. The army a primary Mission is one of fighting. Requesting commanders to approve and continue to Monitor family action plans obviously detracts from their ability to perform their primary Mission. Additionally having a married couple with both parents subject to deployment places an unneeded hardship on the family Structure. One Active duty military Parent families Are already burdened by those conditions normally associated with being a military family. Prior service candidates for re enlistment Are not necessarily As Cost effective to the army As your Reader believes. History has shown the army that Many prior service applicants who May already possess an mos request to be retrained in conjunction with their re enlistment. Once they re enter the army they often do so in their former pay grades. Many times a prior service enlisted can Cost More to re enlist than a non prior service enlisted especially when that prior service enlisted is married and May be authorized the movement of household goods at government expense. Finally your Reader also asks if a too Many prior service soldiers have been joining the answer to her question is based on the following facts a during fiscal year 1990 the . Army recruiting command Sarec was Given a Mission of recruiting Only 4,500 prior service men and women. On Jan. 31, 1990, Sarec achieved that Mission with two thirds of the fiscal year remaining. A Sarec does not anticipate enlisting additional prior service applicants until approximately oct. 1, 1990. German Soldier wants to attend Point i understand the .
