In a March 23 letter Aspin urged Cheney to join him in publicly opposing the use of the cuts to meet next years deficit spending target mandated by the Gramm Rudman Hollings Law. Aspin referred to recent comments by Anonymous White House officials that the administration might veto any congressional spending plan not to its liking and allow the automatic cuts to take place. He charged that the administration is using the threat of across the Board cuts As a partisan weapon in the budget debate with congressional democrats. In the letter Aspin told Cheney about an unidentified White House official who had been Quot boasting of having the political High ground Quot and claiming that the automatic cuts Hurt the democrats most cherished Domestic programs More than those of republicans. Aspin feels Cheney might be willing to try to persuade president Bush and other administration officials notably budget chief Richard Darman that allowing v Ard cuts 10 happen in fiscal 91 would Hurt All concerned.
