An adequate Way to Cut Down on the armed forces without hurting the defense of our country would be to Force All enlisted soldiers with Over 20 years in and All officers who have been passed Over for promotion to retire. Mandatory retirement would open up positions for the younger or Junior soldiers getting amp Quality management program action who cannot get promoted because of an overage in their military occupational specially. The amp should still be used for soldiers who Are overweight or can to pass set skill qualification test and physical training it tests Etc. I know a lot of people will say that this plan would mean we would lose a lot of our expertise. But the older soldiers have had the Chance to serve their country for 20 years and should have trained the Junior soldiers to take Over these positions if they have been doing their jobs As leaders. Many higher ranking soldiers Are just paper pushing a a forming quire current on common task soldiering that keeps soldiers desk jockeys and figureheads who Are just performing managerial tasks. They have not been required to keep prepared for conflicts. They Are not out there with the Quot worker bees and wont really be contributing to the actual fighting Force in the Field during a conflict. Forced retirement is just another Avenue of approach that should be considered in the decisions of troop reduction. Severance pay extended use of Exchange and commissary privileges and medical care Are not Only inadequate substitutes for a suitable career but a shameful breach of Trust. The unspoken but fully understood Promise made to career military personnel has always been that if you worked hard produced results and received promotions at a reasonable rate you were guaranteed an Opportunity to Complete at least 20 years of service and receive retirement benefits commensurate with ones rank and time in service. Now we arc facing a situation whereby Only the Best will be assured of retention opportunities. We have superstars in the military and we also have substandard performers. There to however a Large cadre of professional people who fall in Between these extremes. These arc the people who arc responsible for the High standards of Mission support that our leaders have become accustomed to receiving. If our leaders were to turn their backs on these serv and separate them As proposed they would Send a loud and Clear message to All other members. That message is that we could never again regardless of career status reel secure in our military occupation. Throughout my entire career i have been constantly reminded of the importance of integrity and Honor. If we really believe in integrity and Honor the dialogue about and search for adequate compensation should Stop. The real Challenge and moral goal facing our policy makers is to find a Way to continue the military careers of our hard working and deserving personnel. Honorable commitment is a two Way Street that should not be compromised. We should not even consider replacement of the cold War with the cold shoulder.
