If we All Are gentlemanly about Gorbachev a Wistful request to ignore reality a terrible distortion of history will take place and the lessons of the past Hal Century will not have been Learned. To ignore history is to risk repeating it. Humanity a historical record makes that an especially gruesome thought. The world knows one thing for sure a the communists certainly did not win or Gorbachev would not have been courting capitalists in California. Then Stalin and his successors expanded their own Empire of tyranny. What we Call the cold War was the struggle against that particular despotism. It was fought around the world. It still is being fought in the reaches of the Empire where the communist Side has not been Defeated a countries like China Cuba and North Korea. It is an unbearable thought that Gorbachev who but for the past few years was on the Side that jailed and killed these fighters in the Freedom Alliance be allowed to wave aside their very existence by implying that nobody really won. Simple respect to them demands that we recognize that the cold War was not Between armed Camps or even economic systems but Between Freedom and slavery. Republicans see redistricting As the crucial ingredient in their Effort to become competitive for control of the House democratic for 36 years. The gop lost its first 1990 redistricting fight when voters in California overwhelmingly rejected a pair of ballot initiatives that would have set stringent rules for drawing congressional and legislative districts curbing the Power of the state legislature currently democratic. Both measures would have set guidelines that republicans said would end gerrymandering the drawing of District Ines tailored to one party a advantage. One would have required a two thirds vote of the legislature to approve any redistricting plan. The other would have taken District design away from the legislature and put it in the hands of a special commission. They were rejected by margins of about 2-1 in the june 5 primary leaving the shape of districts to be drawn the old fashioned Way by the legislature and the new governor to be elected in november. Republicans had pushed the ballot issues president Bush urged their approval and helped raise funds to support them during two Campaign swings to California. Democrats pushed harder and spent More with a television Campaign said to have Cost More than $5 million. The fact that there were rival Republican proposals did no to help on measures most voters said they did no to know much about. The numbers and the history of redistricting in California Point to the National stakes that will be settled there Over the next year. California probably will gain seven House seats to a total of 52, to reflect its increased population. There Are now 28 democrats and 17 republicans in the states House delegation. A decade ago before new districts were drawn California democrats held Only one seat More than republicans. After redistricting they widened the margin to 11. Republicans cite that As a prime example of the Way they say districts have been rigged against them. One of their major goals in the 1992 elections is to gain at least veto Power Over state redistricting plans. That Means electing governors or gaining control in at least one Branch of the state legislature since any one of the three can Block the other two and Force a Deal. To that end the republicans Are using National Campaign techniques in state legislative campaigns in close target states. That a something the democrats started doing 20 years ago. Thirty six states will be electing governors in 1990 democrats now outnumber Republican governors 29 to 21. And the democrats hold an even wider margin in legislative control they have two nouse majorities in 29 states republicans in Only 8, with the others divided. The census results to be announced by the end of the year probably will shift about a dozen House seats most of them from the democratic Industrial Northeast and upper Midwest to the Sun Belt states where republicans claim growing strength. The National and state counts and the apportionment of the 435 House seats begin the process mandated by the Constitution. Next Spring the census Bureau will deliver detailed numbers Down to the neighbourhood to be used in drawing the lines for new congressional and legislative districts.
