European Stars and Stripes (Newspaper) - July 10, 1990, Darmstadt, Hesse Tuesday july 10, 1990 the stars and stripes k 1 f. Quot a s a i3 dear Ann Landers i feel helpless and done to know where to turn. We recently discovered that our 17-year-old daughter who is Beautiful and Bright is having sex with the boy she started to Date last year. She says they Are in love and want to. Spend the rest of their lives to Gether. 1 Learned about a a Debbie and her Boyfriend by snooping. Found her diary and read it. Of course now she holds that against me and is Cool and Distant. Last week i took Debbie to a gynaecologist for a checkup she told the doctor the truth and asked him to help her keep from getting pregnant. He said the safest form of contraception is the Pill explained How it works and wrote out a prescription. In a trying to handle this disappointment but i am terribly depressed. I just want to shake both Debbie and her Boyfriend until their Teeth rattle. The doctor told me that at least 80 percent of the teen agers in this country Over 16 Are having sex and it is not the fault of the parents. He said peer pressure is a major Factor and there is no Way parents can fight it. He also said preaching does no Good once they have crossed that line. We have Given our daughter a lot of Freedom and a lot of love but we must have failed somewhere. Her dad is More Calm and understanding than i am but i know it is tearing him apart. We have a 16-year-old son who is also a Good kid. 1 guess maybe we should Start talking to him about sex pretty soon even though he seems awfully Young and Hasni to started to Date. You can see Ann i need some guidance. Please help me a quandary in Oklahoma dear Oklahoma parents can do no More than keep the lines of communication open and make certain their children Are Well informed. The doctor is right. Once teen agers be come sexually Active they almost never Stop. This Means the Best thing to do is to make sure they know How to keep from getting a venereal disease or pregnant. Too bad you snooped Mother. This is never a Good idea. Do your Best to mend the fences with Debbie and Start communicating with your 16-year-old son. Boys Are usually slower than girls when it comes to sexual activity but done to assume anything. He could be further along than you think. In a glad you wrote to unburden yourself. Your letter is sure to help other parents who arc in the same boat or will be soon. Dear Ann Landers my wonderful grandmother is taking me on a trip to Spain for three weeks. 1 am excited but there is one problem that 1 need help with. Grandma snores like a Moose and i am a Light Sleeper i have spent several nights sharing a bedroom with her Over the years and i usually end up moving to another room or sleeping in the Bathtub. Would it be of to ask grandma to pay for two separate hotel rooms 1 want to enjoy my vacation and need to know How to handle this. A a in Calif. Dear Calif a separate room these Days can run into a lot of Money. Ear plugs Cost $3. Buy some. C creators Syndicate Pago 11. Letters a contractor employees set record straight the recent letter concerning the payment of . Income taxes by non appropriated fund Naf personnel was indeed interesting. But what i found most interesting is that some individuals Are evidently under the impression that All contractors Are becoming Rich because of non payment of taxes. This of course is just not True. We Are not All assigned the rank of gse-13 or above. We have our clerks and Supply personnel who Are rated Well below that level. We do have several people who Are rated gse-13 and above. These people hold doctorate and masters degrees and Cam salaries that place them into and above this scale. 1 done to believe there Are Many e-6 or e>7 personnel who could handle these highly technical jobs. As for Alt the rights and privileges equal to military and civil service Well once again this is not the Case. We receive no housing allowance. We have no Home leave. There is no free medical. It costs us $6,500 per year at the local american school to educate our children. In Short the Only benefits derived from the id card Are Exchange and commissary privileges. After paying All the other costs associated with being a contractor this is a Welcome Benefit. \ so Wake up people View reality. We just might make a few extra dollars while not paying income tax. But after paying All the Bills that the average family must pay we All turn out the same just another working Guy Gal waiting for the weekend. A Rick Breeden Heidelberg West Germany i feel there is need for clarification on a couple of ints in a recent letter. The writer states that the foreign earned income exclusion was designed to protect those americans working for a foreign company from paying american taxes As Well As the Host nation taxes. The contractor personnel to whom the writer was referring Are not working for a foreign company. They work for american companies doing business overseas. Yes it is True they May be exempt from american Federal income taxes up to $70,000 per year and from Host nation income taxes As Well. But this became Law As of Jan. 1, 1982, not 25 years ago As the writer claimed. Also keep in mind not All foreign countries exempt americans from paying the Host nation taxes in addition contractor personnel Are not exempt from a fall we must pay american social Security and state income taxes As a minimum. As far As being entitled to commissary Exchange a and any other privileges granted to military this is Only True in part. Contractors Are generally not entitled to government housing or housing Supply. Most contractors do not receive rent plus or any other a a bennies for housing allowance we must pay to for ing for medical dental care. We Are not entitled to the annual government Cost of Liying raises. Our raises Are based on Merit also not All contractors Are entitled to an extra cola Check each month. In Short almost All living expenses come out of my paycheck Trust me contractor personnel Are not getting Rich by working overseas a especially at the present rate of Exchange. Assigning is grades is rarely used for contractor personnel these Days. If the government includes the use of ratings in their request for proposal and they Are the ones who assign the ratings then the contractor has every right to use the rating. If those unofficially rated contractor personnel wish to consider themselves a gs-i3 or whatever then let them. Who cares they Are not being paid by their self established rating. They Are paid at the rate proposed by the contractor and accepted by the government. There Are Many people who believe that All contractors Are fat cats getting fatter on the american taxpayers pocket. If this were True 1 would be driving a new Jaguar xes 12 every couple of years we contractors Are in these foreign countries supporting the american military just like those hard working government and officially is rated personnel a Tommie l. Klise Kaiserslautern West Germany. No we do not pay taxes. Try to pay taxes on $5 per hour and pay 900 Marks to your German land Ford because he also thinks that because you Are a contractor you have Money falling out of your cars. You see our employers base our wages on the fact that a we do not pay taxes a never mind that it is against regulation for us to represent ourselves As is anything. Uncle Sam did not ship my household goods Over Here nor is he going to ship them Back. And if you Are unaware moving into a German apartment requires that you buy everything including the Kitchen sink. Try to furnish a Kitchen minimally for under 5,000 Marks. We Are not allowed to use the government housing referral office. We Are forced to pay one two and three times one months rent to rental agencies for the service of finding us a place to live. Go to the Community Bank and try to get a loan. The contracts we work for arc renewable each year. Therefore our id cards arc Good for Only one year at a time. We must pay off the $10,000 car loan before the id card expires. Could you pay off a sizable debt in less than 12 months we can to and the Bank knows it. Therefore we Are routinely turned Down for Loans. _ lets also keep in mind that Uncle Sam shipped our car Over Here for you and will be shipping it ack As Well. He does neither of these favors for contractors. Try to use cafes deferred payment plan or Home Lay away plan. Cafes does no to want to talk to us either. Again our id cards arc Only Good for one year. Go the local Community Day care Center and try to place your children in their care. There too will you find yourself at the Bottom of the Heap in order of priority. We Are thankful that the schools Are gracious and Grant our children space in their overcrowded classrooms we Are also thankful that the company we work for pays for their education. Some companies will not pay the $5,000-plus expense leaving Many contractors to pay that out of pocket. Unde Sam pays for the education of your children. Go to the local dispensary or Hospital clinic and try to make a dental appointment. Very often not Only Are we not allowed dental care but also other types of medical care arc designated strictly for the military and their dependents. We contractors Are just americans in Europe trying to do a Job. We Arentt Here to Fader Rah around Europe because we have nothing better to do. We Are struggling against a weak Dollar to pay our Bills and save enough Money to go Home. Uncle Sam does no to pay our Way Home. We perform Mission essential jobs and signed oaths that in the event of War we will Man our duty stations. Yes you Are right. We do not pay taxes. But if you think your benefits begin and end with commissary i and Exchange privileges you Are taking too much for granted Ana should take Stock in All that the . Government does for you.
