The amendments require rape victims to report the attack to the authorities and to seek medical attention if within seven Days. It would be the strictest abortion ban in any state and includes penalties of up to 10 years at hard labor for anyone performing an abortion. The measure is intended to revive a strict 1855 state abortion ban and create a Challenge to the . Supreme court on its 1973 Roe is Wade decision that found a constitutional right to abortion. Gov.
