European Stars and Stripes (Newspaper) - July 26, 1990, Darmstadt, Hesse A smaller military elicits readers thoughts Ever since the beginning of time armies have grown and diminished on the basis of need. For the last few decades our army has flourished on a perceived need and greed of a nation. Now this need is coming Back to haunt the United states. An overweight defense budget for Many years had led to the need for trimmer budgets and better decisions. The problem every service member copes with is who will be next. The army set a goal of 500,000 by 1992 and it will use every Means available to meet that goal. The goal has a purpose to the army but the method of achieving it maybe More costly than the savings. Turning out 200,000 employable yet unskilled workers into society will Lead to a bigger problem than having an overweight army. The goal could be revised for a slow evaluation instead of a revolution. If Congress would mandate a 50,000-a-Yeajr reduction for six years the army could better Cope the civilian work Force that supports the army could better Cope and the budget could better Cope. Taking each in turn the army would be Able to slow its recruitment and follow its current Quality management program amp to ensure cuts were made fairly and with All the consideration a service member should be Given. Furthermore those affected by the amp could be allotted six to eight months to properly adjust to civilian lifestyles. The lower reduction rates would eliminate the a Flash to bang4 Job placement programs the army is trying to incorporate while better utilizing the education facilities and personnel offices to make the transition smoother. / the new Breed of civilians will then be better Able to compete with the civilian work Force hired by the army who also lose their jobs As defense spending slows. The real conflict is most of them Are highly trained and have More knowledge about the army equipment than do sex service members. They Are also the first ones that the defense Industry must take Back when the error too much reduction to too much spending is discovered. A slowing of army personnel reductions makes their transition slower also but again better for help program explained Why can to the Home layaway program be used for stereo purchases at least those of More than $500 to $700? i understand that help was used in the past but the practice was discontinued. What a the difference Between using help to buy a $500 microwave and using it to buy a $700 stereo system a tech. Sgt. Mike Brown Sembab a West Germany editors note a master sgt. Dayton p. Strickland customer relations he cafes Europe replies the Home layaway program is intended to help our customers Purchase household necessities and to defray some of the expenses of relocating. It Isnit intended to be another credit program. We already offer the deferred payment plan and accept visa Mastercard and discover credit cards. Although from time to time we suggest changes in help we done to feel that stereo systems will qualify or be added. The last aspect is what i Call a aids with a this Means everyone has it there is no cure and education a slower method seems the Only feasible Means of slowing this Type of a a Albs Down. The key to spending is not to save in one place and to spend in another unless you Are in Washington but to take from one place and save it for something you really need paying off the deficit. What the government saves in fast defense cuts it spends of unemployment and welfare for the very same people. The real problem is that those people arc also the very ones the government needs tax dollars from. The cry to Cut the defense budget is met by the same cry to Stop the closing of defense industries in the respective states. The rash Cut is not a solution and very Well will cause More problems. Two possible outcomes will arise from the current scenario that Washington is playing. One is that the United states drops into a recession and slowly pulls itself out. The other is that the United states goes into a recession and As in the 1940s, pulls itself out through a massive military buildup or War. Both of those Are economically sound ideas for making instant millionaires but not for the people a balanced budget is supposed to help. The Point is a aids a attrition in defense spending a gives a Little time for the Small men to react while the big men can think the solution through completely. The answer May be in taking away or More Likely in taking More but slowly. Some Day instead of planning to take jobs someone will jump up and say take a Little More Money from me. A Job lets me live while a Little less Money for me lets the country live. A sgt. Matthew s. I saw myself in almost every paragraph. My Mother was a hate filled abusive person. She held grudges against members of the family that went Back 50 years. She was miserable to my father who was gentle and Kina. He did his Best to protect my sister and me from her violent temper and irrational outbursts. The Light of my mothers life was her firstborn a son. He was so much like her that it was frighten Rig. He looked like her had her same vicious temper and was cruel and abusive to my sister and me. When i was 10 years old he tried to attack me sexually. When i told my Mother she said a so what my brother tried that on me too. Its no big when my brother was 19, he ran off with the town tramp and married her. After a few weeks they both moved into our Home and my Mother gave them the big bedroom that had been hers and dads. Three weeks later when the tramp made a play for my dad mom told my brother that they a have to live somewhere else she continued to give him Money,.howcv-er, and came to his Rescue whenever he was in trouble which was often. When my Mother became old arid sick i took care of her until she died. I made a conscious decision Early in life not to let her abusive Ness arid cruelty make me be like her. I raised my five children with love and kindness and the rewards have been tremendous. They Are wonderful adults now and my grandchildren Are the Joy of my life. I know this letter is Long but i am living proof that it is possible to survive a nightmarish childhood. Maybe my letter will give Hope to others a North Carolina dear n. Carolina you beat the Odds and i Salute you. Thanks for an inspiring letter. The next writer has a different kind of Story to Tell. Read on a a dear Ann Landers i read with interest the letters from women who hated their mothers because i was one of them. You were right when you said hate and bitterness can destroy you. The women who wrote Are allowing their mothers to continue to abuse them by hanging onto their hatred. Do you know How i resolved the problem i decided to divorce my Mother. For such a procedure one does no to need to hire a lawyer go to court or file papers. The entire process can take place in your head. I did it and it was the most liberating thing that i have Ever done. Through counselling i have Learned that you cannot make someone love you. Now that i have stopped trying i am at pfc Ace with myself. My Mother lives around the Comer from me but i rarely see her. When we meet i am cordial and polite but we have no relationship and i have no regrets. A liberated Southern style in Mississippi dear Mississippi Bravo to you for resolving the problem in a Way that gives you peace of mind. But i believe you Are still tied to your Mother in an inexplicable Way. I also have a feeling that the last chapter has yet to be written. C creators Syndicate european edition col. Gene e.
