Government because they would have permitted taxpayer Money to be used for abortions for poor women who were victims of rape or incest. The vote was 211-185 to reject a House Senate conference report on the . Appropriations which include $460 million in Federal Aid in a total City budget of $4 billion. Only 22 republicans supported the measure. The rejected . Bill would have permitted Washington a City government to use locally raised taxes for abortions in any cases it saw fit. Restrictions on use of Federal Money for abortions would have been eased to permit their funding in cases of rape or incest in addition to the current provision for cases where the Wom and a life is in danger. The measure was sent Back to the House and Senate conferees who could change the abortion provisions or Send it Back to the House unchanged. Abortion rights forces meanwhile conceded defeat in their efforts to add broader abortion language to the big spending Bill for the departments of health and human services labor and education and related agencies. They had hoped to Send the Bill to Bush with provisions expanding the exceptions under which medicaid Money can be used to pay for abortions.
