Another Way to put it is this if we Are Correct in what we Are doing to Iraq and there Are those of us who Are profoundly convinced that we Are Correct it is As simple As this if Iraq were armed with nuclear weapons we would not have been Able to contest its invasion of Kuwait or any subsequent invasion say against saudi Arabia. The difficulty lies of course in taking the nuclear weapon away from the country that has got it. It is something on the order of taking the Black Belt away from someone who has earned it. We must suppose that India never intends to use its nuclear weapon but imagine exactly what would be involved in removing it from India. The problem is diplomatic but diplomacy has never been More urgently needed. And Bear this in mind that those nations that do not have the bomb Are anti proliferation advocates Only for so Long As Thev Are without it. The moment they become members of the nuclear club their position reduces to opposition to anyone Al Sci a getting the bomb theirs is different. Take Israel. And whatever the course of the War far More americans would have died if he had not been hit before he had nuclear weapons More chemical and bacteriological missiles better defences. Colin Powell showed himself not Only to be a personable and handsome but to have another characteristic important to a presidential possibility. He is a hell of a manager. Decency of character straightforwardness clarity of mind what else could anybody ask for but humor a and he has that to rep. Stephen j.
