In one Case the Impact of the new rules bars an ordained Baptist minister from accepting payment for conducting weddings and funerals. The controversy Springs from an attempt by Congress to tighten its own ethical standards. But Congress which has had a hard time writing effective rules for itself seems to have had even More difficulty drawing Legal lines that prevent improper conduct by Ordinary Federal workers without unduly infringing on their private lives. The new rules took effect Jan. 1 but Are Only now beginning to make themselves Felt. They bar All Federal workers from accepting payments for any Type of outside. Activity if it involves writing speaking or personal appearances. A ,. A a a a a a a a the original idea was to prevent Federal judges and High government officials from accepting Honor aria. As written however the restriction applies not Only to judges and upper level policy makers but to All government workers. Included arc clerks and truck Drivers even when their outside activities have no real connection with their government jobs. The result Many complain is an unfair and arbitrary distinction Between different kinds of moonlighting and outside activity no matter How free of conflict of interest the proscribed activity May be. Consider some examples involving irs employees a Thomas Fishell of Dallas earned about $1,000 in outside income last year As a self employed ordained and licensed minister of the Southern Baptist convention. Fishell delivered sermons and performed weddings and funerals but he will be prohibited from receiving pay for such activities under the Law because they fall under rules governing Jan Adams Grant of Ogden Utah earned about s3,000 in 1990 from writing articles and giving speeches on earthquake preparedness. She holds a masters degree in geophysics from Utah state University. But she no longer can receive this outside income even though it has no relation to her irs work. A John Shelton who works in the irs office in St. Louis also covers professional baseball and hockey games As a part time reporter for the associated press. He has earned from $1,500 to $2,000 annually from his sports writing in recent years. But he too will be banned from future outside earnings from his writing though his supervisors say there is no conflict with his government Job. The restrictions Are contained in the ethics Reform act in which the House of representatives banned the receipt of Honor aria for its members in return for a 25 percent pay raise. A a i a a. But it accepted the House language on Federal workers which was included in the final Bill signed by president Bush. Members of two Federal unions the National Treasury employees Union and the american federation of government employees have gone to court to seek Relief. Apr a woman accused of killing her husband after he taped her plotting the slaying with her teen age Boyfriend should be prosecuted on a charge of homicide a coroners jury said monday. The jury recommended that Mary Kay Cassidy 29, should be prosecuted in the death of her husband John 33, but said that 18-year-old David Bowers should not be tried the prosecutor in the Case pledged to press the Case against mrs. Fuller testified at the three hour coroners inquest that mrs Cassidy confessed March 11, almost a month after the death of her husband had been ruled a suicide.
