Wachs said that a the Basic agreement is solid a but he expressed Surprise that Gates mentioned the possibility of staying on until 1993. A a there a no Way the process of putting charter amendments on the ballot and selecting a chief would take that Long. A i still presume it will take six to nine months to finish the process and then he would keep his word and retire a said Wachs who said that he has not spoken to Gates since thursday. For his part Gates did not deny the announcement of a Deal linking his retirement to a ballot measure on police Reform. But he said a there Are things that must be done. I have said a lets go Forward with an orderly and that requires a vote of the people.
