The new plan generally balances the number of schools a District office directs. It creates a new District headquartered in Wurzburg and rearranges the Stuttgart districts boundaries to include the Munich areas few remaining schools among other provisions. A the whole plan was to More or less give equal distribution As closely As one could to the superintendents a said Erma Schwebbach a Dodds Germany spokeswoman. N but Schwebbach said the a feeder plan that is used to determine where a child goes to school does not change. The plan is based on distance and the location of a child a Home. A they automatically feed into the High school that a closest a Schwebbach said. A the fact that a High school is in another District does no to make a for example the new alignment removes Darmstadt which has no High school and its. Sub Community Babenhausen from the Frankfurt District and gives them to Heidelberg for administration purposes. However Darmstadt a High school students will continue to attend Frankfurt High school which is closer than Heidelberg. School officials said they want to limit student bus travel time to no More than about an hour one Way. The change that removes Sembach schools from the Kaiserslautern District to Heidelberg a oversight will mean at least an hours drive for a Parent wanting to visit a superintendent. But Schwebbach said officials do not expect that distance to pose a problem because such visits rarely occur. I a the principal has the authority to manage everything at a school a Schwebbach said. A it would be an unusual situation where a superintendent would have to be called in As a five of the seven schools that closed in Germany this year As a result of planned base closures were governed by the Munich District. The five were elementary schools at Schwabish a mind Laup Heim bad Tolz and Neu Ulm and a High school at Neu Ulm. The losses left the District which had had 14 schools a quite Small a Schwebbach said. The other two schools that closed this year because of base closures were elementary schools in Hess Isch Oldendorf and Delmenhorst both in Northern Germany. Schwebbach noted that even the upcoming changes Are probably temporary. A this is just a distribution plan until things change. Evidently things will change this next year a Schwebbach said. The . Army in Europe is expected to reduce significantly the number of troops in Europe Over the next year. Expected enrolment in Dodds Germany schools for 1991-92 is about 80,000, Down roughly 10,000 from 1990-91. It will decrease further its More units draw Down. The Stuttgart Wurzburg Munich areas have been most affected by the realignment. The Munich District will become part of the Stuttgart District. But the Stuttgart districts boundaries will be further realigned and a new District Hub will be created at Wurzburg to encompass Eastern portions of what is now Stuttgart. The newly created Wurzburg District also will acquire bad Hersfeldt and Fulda from Frankfurt. However the Stuttgart districts offices will be temporarily located in Munich and the Wurzburg offices will be located in Stuttgart until Dodds officials can find new quarters in Wurzburg for the new Wurzburg District. I m not worried Bush says about Cia nominee Gates Washington apr president Bush defending embattled Cia nominee Robert Gates declared wednesday a i will stand by this Man a and said he is not worried about getting Gates confirmed. Bush a comments during a photo session with gop congressional leaders came a Day after the White House announcement that William Webster will stay on As Cia director until the end of August. The move appeared to reflect concern about leaving the Agency rudderless during the congressional fight Over confirming Gates to succeed Webster. Bush said a a in be seen nothing other than innuendo regarding Gates whose nomination has been beset by questions about his possible involvement in the Iran Contra affair. A i continue to strongly support him. He a a Good Man. I will stand by this Man a Bush said. Asked if he were worried about getting Gates confirmed Bush said a a in a not worried about he added in a reference to both Gates and similarly embattled supreme court nominee Clarence Thomas a but i wish the system had been Able to take care of both those nominations More Webster 67, had planned to leave the Cia at the end of july to go into private Legal practice but he a graciously consented to postpone his retirement at Bush a Behest White House spokesman Marlin Fitzwater said tuesday. Webster and Bush had hoped the Senate would have confirmed Gates by the end of july so he could assume the top Cia Job. But the Senate intelligence committee postponed its hearings until sept. 16 after recent testimony from a former Cia official who claimed that three of his superiors knew about the diversion of Iran arms sales profits to the Contra rebels in Nicaragua. The testimony by Alan Fiers has raised new questions about whether Gates too might have known. Gates who was Deputy Cia director at the time the Iran Contra scandal broke in 1986, testified that he did no to know. Nonetheless he withdrew his 1987 nomination to head the Cia because of questions about the Agency a involvement
