Casey on sunday signed a $13.9 billion budget that includes the largest tax increase in state history. The signing ended a 34-Day impasse that held up paychecks for thousands of state workers. In Connecticut meanwhile minutes before a Stopgap spending plan expired at Midnight sunday gov. Lowell p. Weicker signed an executive order keeping one state government open for five Days while he studies the latest budget to win legislative approval. The state also has had no budget since july 1. Earlier sunday night Connecticut a House and Senate again defied Weicker approving its third budget but without the income tax the governor wants. Wei alter twice vetoed similar budgets and furloughed 20,000 state workers for three Days in Early july. Last week he told state agencies to prepare for another shutdown monday. The corporate net income tax will increase from 8.5 percent to 10.5 percent with a temporary 1.5 percent surcharge added to the base. The plan also will expand the 6 percent sales tax to include Premium Cable channels Lawn care service Long distance phone Calls lobbying computer services and most household paper products. It increases the cigarette tax by 13 cents to 31 cents on every pack. In Connecticut the hastily drafted $7.6 billion budget that won legislative approval sunday would raise other taxes and fees by $740 million. It would also broadly expand the base of the states 8 percent sales tax and increase cigarette taxes by a dime per pack and gasoline taxes by about 8 cents per gallon. It would Levy new taxes on.
