On monday to fix problems plaguing the development of a new radar evading stealth missile. The warning raised speculation that the $15 billion program could be scuttled if the company cannot improve it soon. Pentagon officials said in interviews that the air Force had sent Northrop a a a cure letter which is the first formal step used by the Pentagon when it determines that a programs problems Are serious enough to potentially cause a cancellation of the contract. The officials said the stealth missile had failed in three test flights this year and was a year behind schedule. Financial analysts who follow Northrop had previously speculated that the program was behind schedule and Over budget. The officials said the most pressing problem Lay with the missiles guidance device or with a Small pyrotechnic device used to help work the missiles fins. Word of trouble with the missile program officially known As the Tri service standoff attack missile came less than a week after the air Force acknowledged that the b-2 stealth bomber being built by Northrop was less Able to evade radar detection than the company and the Pentagon had Long asserted. The missile program has apparently not encountered problems with its ability to evade radar. Pentagon officials played Down the seriousness of the problems afflicting the missile program which is still in its Early stages and whose existence was Only disclosed several months ago. But any significant problems with the missile would almost certainly Lead to further congressional criticism of the air forces management of expensive technologically Complex weapons systems especially at a time when Congress is contemplating further cuts in military spending. The problems with the missile could not come at a worse time for Northrop which is lobbying hard in Congress to keep the 13-2 alive. The company has endured a series of scandals in accent years and last year pleaded guilty to criminal fraud charges in connection with tests it performed on components for the nuclear cruise missile and other weapons. The missile is being developed in two versions a one for launching from combat aircraft and another for ground launching. Pentagon officials said the air launched version had failed three consecutive tests. One official said the problem appeared to be in the missile s guidance system and had to do with the failure of the missiles fins to align themselves properly in flight. Another official said the problem was with a Small pyrotechnic device. Although he could not say How the failure of the device caused the failure of the tests he said Northrop already has a subcontractor working on an alternative design to solve the problem. The new design he said will be incorporated into the next flight test. The missile program is the most expensive tactical missile program undertaken by the Pentagon and is intended to Supply 8,650 of the new missiles to the air Force Navy and the army Over the next decade. The program is still in the research and development phase. The missile is designed to carry conventional warheads Only and has a Range of 100  joins unemployment lines to Campaign Manchester . Jackson who has been considered unlikely to run this time said monday that he is giving a most serious consideration to a third presidential race next year. He called on Bush to spend less time on foreign policy and More on finding ways to put unemployed americans Back to work.
