A a it a important to understand some of the unique situations of being overseas a said Ingram whose office develops affirmative action plans for Safe. Higher level jobs at overseas bases Are often one of a kind limiting the local Pool of internal civil service applicants from which personnel officials draw employees Ingram said. The fact that bases have such unique positions also affects promotion possibilities Ingram said. A if you have a writer editor position at a base you May not have other people at that base who would be qualified to move into that Job if it became vacant and so it becomes difficult to have internal movements that you a like to have a Ingram said. Similarly trainee programs can to be set up As easily overseas because a a there a nobody there to train the person a Ingram said. A and you need someone who a fully trained to do the Job because they re the Only one there to do personnel officials turn to stateside hiring and local appointments because local civil servant applicant pools Are limited but that route also has its difficulties. A stateside applicants Are not just beating Down our doors to come overseas. There Are too Many things going on a Ingram said citing the weak Exchange value of the Dollar fears of terrorism and a Lack of employment opportunities for spouses As a few reasons applicants Are reluctant to come overseas. A and a lot of people Are just simply not Mobile they re not willing to move Ingram said. A they have spouses that Are in Good jobs now and they want to stay there or they have family the air Force is aggressively campaigning to recruit stateside employees. But Ingram said the most effective method of encouraging stateside applicants is to have their friends overseas Tell them about the advantages of working Here. The Only other source of applicants is the local Pool that is made up largely of spouses of service members and civilian employees a group that is predominantly women Ingram said. A not Only that because a lot of them Are also military spouses we have no control Over the composition of that available work Force that a out currently 66 percent of positions in Safe Are filled by women Ingram said. Ingram said the makeup of the overseas work Force is also influenced by a Pyramid effect a where you have More people Here and fewer jobs to go just 9 percent of its jobs outside of the career program Are grades gs-12 or above.
