The Only Way a person can gain specialized experience is by having work experience directly related to the position for which he or she is applying. In other words Many civilians Are moving up the ladder to pay grades gs-12 and above based upon specialized experience that they have gained at the next lower Grade level. This is where our problem begins. During my civil service career 17 years have seen Many people Rise to the top by being popular with key management officials and immediately promoted after the person has been in a position Long enough to gain the specialized experience requirement for the next higher Grade level. Trust me management does have a degree of control on position restructuring within its manpower authorization. I have seen one person go from a Gss to gs-12 in four years by receiving personal attention from a key management official. This person had no Post High school degrees. Within our glorious Federal Merit promotion system there Are ways to reach certain individuals on a referral list without glancing at qualifications of others on the list. There Are minorities in lower level positions who possess the qualifications specialized experience and education i.e.,  Ana potential to perform at higher Grade Levels.
