The rate would stay at 2vi cents per $100 for the remaining eight years but the Revenue generated would be expected to Rise along with assessed property values. Some $376 million of the City a 1991-92 budget of $2.35 billion including Federal state and local Money currently goes toward children a programs. The measures supporters have seemingly drowned out critics who say it ties the hands of local officials to allocate Money As needs change. Children under 18 made up 16.1 percent or about 117,000, of the City a population of 724,000 in 1990.
