That provision is contained in the morale welfare and recreation portion of the Bill. It is the personal initiative of rep. Martin Lancaster d-n.c., chairman of the House armed services morale welfare and recreation panel. But there Are vent few other personnel and compensation provisions in the Bill. The most significant is probably the 4.2 percent pay raise for service members and civilians that will take effect Jan. 1. The Bill also authorizes two new voluntary separation pay plans a one with a Lump sum format and the other with payments stretched out Over a number of years. The Bill does no to specify How the Money designated for improving the Quality of life in Naples should be spent but an aide to Lancaster said his intent is for the funds to be used to improve facilities and support various mar programs. Lancaster visited Naples in late March and returned with a Long list of complaints from people stationed there including substandard Hospital and child care facilities and an inadequate Cost of living allowance for the area. The Only other substantial changes in the Bill that could affect service members wallets Are increases in imminent danger pay from $110 to $150 per month and in family separation allowance from $60 to $75 per month. Those increases had been made temporarily for the duration of the mobilization during the persian Gulf War and would become permanent under the defense authorization Bill. In health initiatives lawmakers authorized hospice care for military health care beneficiaries in either military or private sector facilities paid for by the civilian health and medical program of the uniformed services champs.
