A experience in South Carolina and California shows that listing makes used Oil collection More costly and difficult reduces the number of available collection Sites and thus invites improper disposal of used  the study examined a sampling of 16 million Gallons and estimated that Lead Levels averaged about 100 parts per million a level which in other circumstances would be considered toxic and subject to special controls. California and other states consider used Oil As a hazardous waste and limit its Lead Content. In the remaining states Lead Content in used Oil is not limited. The Epa requires that Lead in hazardous wastes not exceed 10 parts per million. The Petroleum Institute said it strives to maximize collection of used Oil to reduce improper disposal and the accompanying environmental damage
