I would like to address two Points concerning a misconception held by some of your readers. Anti gun advocates insist that the right to keep and Bear arms is a right of government to raise a militia. They base this belief on the use of the word a  along with the reference to the militia to infer that the second amendment protects a collective right a essentially a right of state governments to organize militarily. The first 10 amendments Are the Bill of rights to clarify any misconceptions not just amendments. Chief Justice William Rehnquist wrote in a court Brief to the supreme court that a the word people seems to have been a term of Art employed in select parts of the Constitution. Anti gun advocates also like to quote half of a sentence from a 19th-centur> supreme court decision that states a the second amendment did not a Grant any right to keep and Bear arms a ignoring the second half of the sentence which states that this right pre existed the Constitution so the amendment cannot Grant rights or Powers that were already in existence. These references Are old but the supreme court of the United states has refused to hear any cases or make a decision on this matter due to political pressure. In direct contrast to the anti gun advocates deceptive use of this quotation the supreme court stated a the framers of the Bill of rights did not purport to a create rights.
