An agreement on reconciliation non aggression and exchanges and cooperation. Was signed by South korean prime minister Chung won Shik and his Northern counterpart Yon Hyong Muk 13 months after the current series of Intra Korea High level talks started. Following the conclusion of the Accord South korean president Roh Tae woo met the North korean prime minister in private and then hosted a luncheon for the official delegates of the two sides who reached the epochal Accord. It was the first time the two kor East prime ministers have signed an official agreement. On july 4, 1971, they issued a joint statement renouncing hostility but it was Little More than a declaration and was not legally binding. Under the unprecedented 25-article agreement the South and the North will respect each others established systems let each mind its own internal affairs and forgo slandering or subverting the other. Before taking effect the agreement needs ratification by each nations parliaments a South koreans National Assembly and the North a supreme Peoples Assembly. The two sides to ensure close contacts and consultations will establish a permanent South North Liaison office at the Panmunjom truce Village 35 Miles North of Seoul. Both sides will transform the present armistice Accord in effect since the korean War into a a firm state of  the two sides to guarantee no aggression will create a joint military committee that will discuss and carry out Steps to build Mutual Trust in military Fields and realize arms reductions. These Steps will include notification and control of major troop movements and military exercises phased reductions of armaments including the verified elimination of weapons for mass destruction and suprise attack. A hot line Telephone will be installed Between the military authorities of the two  stays in hiding As deadline nears Moscow apr Erich Honecker remained holed up Friday in the Home of an old Friend Chile a ambassador hours before a deadline set by Russia for the former East German Leader to leave the Republic or face expulsion. Honecker is wanted by Germany on manslaughter charges for his hard line policy of shooting people who tried to flee communist East Germany. The soviet military spirited the 79-year-old out of Germany in March for unspecified medical treatment. The chilean embassy confirmed thursday that Hon Ecker had been a a guest of ambassador Clodomiro Almeyda since wednesday night although the Diplomat has been out of town for a week. The embassy said Honecker remained in the residence Friday. The russian government ordered Honecker a expulsion in november and this week set a deadline of Midnight Friday. A chilean government statement distributed to reporters outside the ambassadors residence said Honecker a Appeal urged Gorbachev and russian president Boris n. Yeltsin to revoke the order to expel him saying such an order contradicts International Law. Honecker has sought permission to go to Chile where his daughter Sonja lives with her chilean husband. The chilean government pressured by Germany not to accept him has refused. Leno on Letterman comedian Jay Leno left jokes with David Letterman during the taping of no cd slate night with David Letterman on thursday in new York. It was the first television meeting Between the two since last Summers announcement that Leno would replace Johnny Carson As Host of the tonight show. Letterman had been interested in replacing Carson. Autopsy says Maxwell died from natural causes Santa Cruz de Tenerife Spain apr an autopsy report released Friday concludes that publisher Robert Maxwell died from a combination of natural and accidental causes. The finding said there was no evidence of poisoning or violence and did not mention the possibility of suicide. The report said the 68-year-old Maxwell died on nov. 5 either from a sudden on deck worsening of an existing heart condition an accidental fall from his yacht into the Atlantic Waters off the Canary islands followed by drowning or a combination of both factors. The six Point conclusion said the autopsy failed to positively determine the cause of death Only that it was Able to eliminate several possibilities. The Index for fresh fruits and vegetables Rose 6.2 percent in the month reflecting Supply shortages caused by whitefly infestations. Prices for lettuce and tomatoes Rose the most a 44.5 percent and 12.7 percent respectively. Also contributing to grocery store Price increases was an upturn in beef and veal prices. Poultry and fish prices however fell. Energy costs meanwhile advanced 0.8 percent after rising 0.2 percent in october. Price increases for fuel and natural Gas More than offset a Price drop for electricity. In other prices a housing costs Rose 0.2 percent. A transportation costs Rose 0.5 percent mainly because of Price increases for cars fuel and Public transportation. A clothing prices advanced 1 percent.
