Yang the Washington Post Washington a president Bush responding to Small business officials who complain that Federal red tape is becoming burdensome is considering a three month freeze on a wide array of new Federal regulations As part of an economic growth package to be unveiled in his state of the Union address next week administration officials said monday. The move would do Little to drive the Economy out of its recession the officials acknowledged but would be intended to signal Federal regulatory agencies and the business Community that the administrations emphasis is changing. Bush has not formally adopted the plan details of which were reported in the Wall Street journal on monday the officials said. The proposal has the Strong backing of Michael j. Boskin chairman of the presidents Council of economic advisers presidential counsel c. Boyden Gray and vice president Dan Quayle who Heads the Council on competitiveness that looks for ways to reduce Federal regulation. The president was scheduled to meet with Heads of the Federal Independent regulatory agencies today. Under the plan All Federal agencies also would be directed to review existing regulations including those developed by Bush appointees to see whether their goals could be met in a less burdensome or costly Way the officials said. When he became president in 1981, Ronald Reagan imposed a two month moratorium on Federal regulations to Block initiatives begun by president Carter. The Bush moratorium however would be used to reexamine Many of his own administrations regulations. Regulations with Legal deadlines such As Many mandated by the 1990 clean air act would be exempt from the freeze As would emergency regulations and rules deemed to encourage economic growth according to the officials. On monday night a congressional Democrat said the move was intended to divert attention from the real problems of the Economy.
