Cuomo and the leaders of the new York legislature announced saturday that they had reached Accord on a roughly $31 billion spending plan for the fiscal year that begins wednesday. The agreement appeared to end the colossal five month fight Over the budget which Cuomo said was the obstacle that kept him from running for president. At a joint news conference in the governors office Cuomo and the leaders Assembly speaker Saul Weprin and state Senate majority Leader Ralph j. Marino said the agreement meant they were a virtually assured of having All budget Bills passed by wednesday the Start of fiscal 1992-93. It would Mark the first time in eight years that the legislature managed to produce a budget before the Legal deadline. For the last seven years the budget was passed Days and sometimes weeks after april 1. Last year it was a record nine weeks late. Aides to Cuomo and the leaders said that much like the budget plans proposed by the governor in november and january the agreement reached on saturday night includes virtually no increases for most local Aid programs. It also puts new limits on some services in the medicaid program and imposes hundreds of millions of dollars in new fees on hospitals and other health care providers to keep the budget in balance. Unlike last year when Cuomo and the leaders made a last minute Deal to raise the state income tax to produce the Revenue they needed to close the budget Gap aides said saturday night that there were no major surprises in this plan.
