European Stars and Stripes (Newspaper) - April 3, 1992, Darmstadt, Hesse Page 4 b the stars and stripes Friday april 3,1992 angry words erupt in King beating trial by the los Angeles times Simi Valley Calif. In a rare display of anger the prosecutor in the Rodney a King beating trial wednesday challenged officer Laurence m. Powell a Contention that he was simply following orders when he delivered a series of blows to King with a Metal Baton. The Exchange Between the prosecutor and the accused was the sharpest yet in a trial that surprisingly has been relatively free of rising tempers and theatrics. The Exchange also highlighted the disintegrating Solidarity among the four White former and current officers accused of assaulting the Black Motorist last year. On Powell a second and final Day of testimony Deputy District attorney Terry White repeatedly asked the officer to name those most to blame for Kings beating during which Powell struck most of the blows. Earlier this week Powell had suggested that sgt. Stacey c. Koon controlled what happened to King but White finally forced him on wednesday to concede that each officer was responsible for his own actions. In addition to Koon and Powell officers Theodore j. Briseno and former officer Timothy e. Wind Are charged in connection with the beating. All four have pleaded not guilty. During Powell a last morning on the stand the prosecution covered substantial ground trying to convince the jury that the officer had not Only criminally assaulted King but had covered it up in official reports. In one of the Days More dramatic moments White handed Powell a police Baton and asked him to demonstrate How he had first hit King. The prosecutor played the part of the Motorist. More than any of the other officers accused in the King beating it is Powell who has drawn the most attention. Not Only was he the most aggressive but he has been accused of sending racist computer messages on his patrol cards computer and of laughing after the attack a allegations Powell has denied. The rapid fire courtroom confrontation Between White and Powell began when 29-year-old Powell repeated his assertions that Koon the highest ranking officer at the scene had called the shots during the beating. White seemed determined to undermine that position during Cross examination. A when he tells me to do things a Powell said of Koon on wednesday a and they re in department policy and i feel they re reasonable then by All Means you do them or you re in but White who has maintained a Low key Demeanour throughout the trial continued to press Powell scoffing at him and asking whether he was merely Quot a puppet of Koon and whether the sergeant had sanctioned the use of excessive Force. Powell apparently unwilling to agree with the prosecutors characterization of the beating As a excessive Force a said the Deputy District attorney Terry White left directs a Baton demonstration with officer Laurence m. Powell during Powell a testimony in the Rodney King beating trial. Question did not make sense and could not be answered. White his voice rising then pointed at Koon who was seated nearby. A even if there was excessive Force used out there that night you would t say it would you a the prosecutor bellowed. A you testify Here in court in front of this jury that this Man was responsible would you a Powell taken Aback by the allegation pulled Back and straightened his Back in the witness stand. A if there was excessive Force used out there that night a he said a i would have reported it to another us a that is not the question a White shouted again pointing at Koon. A a in a saying if there was excessive Force out there that night is this Man responsible a a the did no to hit anybody a Powell said. A How could he be a a was he controlling it a asked the prosecutor in what appeared to be an Effort to get Powell to implicate both himself and Koon. A the was controlling it a Powell faults army on support role in Gulf War by Ray Rowden Washington Bureau Washington a Only the prolonged buildup to the persian Gulf War Ana a rapid conclusion of the fighting saved the army from failure in providing support forces to Back up the combatants according to a congressional study. Although two thirds of the army a support forces is in the reserves there is no plan to utilize them under limited Call . Existing plans Are aimed at mobilization Levels usually associated with full scale wars. While the president first called up the reserves three weeks after the crisis began in August 1990, he used a Legal provision that limited the Call up to units and limited their Active service to 90 Days with a possible 90-Day Extension. In january 1991, following the Start of the air War the president then invoked a broader authority permitting both units and individuals to be activated for up to two years. The army activated More than 140,000 part time soldiers during the conflict. About 74,000 served in the Gulf. The report made special note of the fact that 89 percent of the army s general support ammunition companies Are in the reserves and not available for immediate deployment. White saudi civilians assisted in Many military support functions Early in the buildup there is no civilian equivalent for ammunition handlers. A was a result a the report said a a great Deal of ammunition was left piled up at port in saudi Arabia with no Means to distribute it to combat units that would have needed it had combat operations begun earlier. A one army Central command official stated that if an enemy action or Accident had ignited this ammunition the entire port would have been because no plans existed for using Reserve forces on a scale smaller than global War army mobilization centers had to modify existing guidance to fit the persian Gulf War scenario. A we were told that much of the mobilization guidance that evolved was and hoc transmitted by messages Between for com . Army forces come the Continental . Armies army Reserve and National guard Headquarters organizations and mobilization stations a the report said. The resulting guidelines varied from station to station the report said. So did the preparation the Reserve units received. Battlefield commanders therefore did not know How prepared the units were for their wartime roles. A the army plans to publish revisions to its mobilization plans by the end or May 1992,? the report said. The report also criticized the army a decision to Send support units into combat knowing they were at less than the highest state of readiness. Combat units were required to reach a level described As combat ready with no deficiencies cd before deployment the report said. Support units were sent to the Battlefield if their readiness status reached combat ready with minor deficiencies c-2 or combat ready with major deficiencies c-3. A various army officials said that support units deployed at the c-3 Standard could not fully support combat units deployed at higher Levels of readiness a the report said. A officials also said that units deployed at c-3 Are not capable of operating 24 hours a Day As May be required by combat operations.Noriega s attorneys say indictment stinks Miami apr the Case against Manuel Noriega Quot stinks like dead fish and is based on the lies of drug traffickers defense attorneys for the ousted panamanian Leader charged in closing arguments.
