New Jersey is one of three states along with Washington and Michigan testing the new photo radar. It scans passing cars clocks their Speed and takes three photos one of the Driver one of the automobile and a third of the recorded Speed. A similar radar system is being used in other states. At the moment Drivers Are merely being warned with lighted Road signs that the device will be in use. But that is just the beginning. Wording has not been decided but Arena said they would probably say something like a you have been clocked speeding at 77 Miles per hour at such and such a location a reminding the Motorist of the states speeding Laws and penalties and possibly also How the added penalty Points could affect insurance costs. Later on the warnings will be replaced by speeding tickets. The notice will go to the registered owner of the vehicle and the photos will be kept on file. If the owner maintains he was not driving when the car was speeding he can look at the photo. As in the Case of parking violations a there is a presumption the owner of the vehicle is the Driver a Arena said.
