The Council report showed a 13 percent increase in the number of Blacks earning from 1989 to 1991. In 1991, 933 Blacks earned doctorates a 4 percent increase Over the 897 doctorates earned by Blacks in 1990. That number represented a 9 percent increase Over the 821 Blacks holding doctorates in 1989. Despite the percentage increase the actual number of Blacks with doctorates still is lower than in the 1980s. The largest number of Blacks holding doctorates 1,047, came in 1982. Nonetheless Deborah Carter associate director of the office of minorities in higher education for the american Council on education said that the percentage change was significant.
